Bac Ninh Provincial Police have just issued a decision to prosecute the case and prosecute Tran Quoc Su (39 years old, in Phong Khe ward, Bac Ninh city) and Tran Van Chinh (32 years old, in Quy Nhon city, Binh Dinh province), Deputy Production Director of Nam Thai Nguyen Company Limited, Bac Ninh branch, located at Phong Khe 2 Industrial Park, Phong Khe ward, for the crime of "Causing environmental pollution".
Accordingly, with the consent of Tran Van Chinh, from the beginning of July 2024 to mid-August 2024, Tran Quoc Su transported 40 trucks with a volume of nearly 200 tons of ash and slag generated from the fuel combustion process of the boiler production of Nam Thai Nguyen Company Limited to fill the field.
The investigation agency verified that the rice field of Tran Quoc Su's family is agricultural land for growing rice, and is not licensed as a place to bury, fill, and dump ordinary industrial solid waste.
Major Nguyen Ngoc Tho - Department of Investigation Police of Crime, Corruption, Economy, Smuggling and Environment, Bac Ninh Provincial Police - said that in the above case, the subjects used sophisticated tricks and carried out the acts secretly and furtively. The illegal dumping of waste often took place at night. The subjects often changed their methods, tricks and criminal activities.
"After dumping, the subjects will level and dump other materials such as soil, rocks, and gravel to conceal their crimes," said Major Nguyen Ngoc Tho.
From the beginning of 2024 until now, in the craft village area, Bac Ninh Provincial Police have prosecuted 2 cases with 4 defendants for causing environmental pollution.
During the period from 2020 to 2024, Bac Ninh Provincial Police discovered nearly 300 violations of environmental protection laws and imposed administrative fines of nearly 30 billion VND.
In Phong Khe ward, Bac Ninh city, from May 2024 to present, 104 paper and commercial steam production facilities have been suspended and voluntarily stopped operating.
Lieutenant Colonel Nguyen Khai Hoan - Deputy Head of the Department of Investigation of Crime, Corruption, Economy, Smuggling and Environment, Bac Ninh Provincial Police - said that the unit will continue to strengthen professional measures to promptly combat and resolutely handle violations of environmental protection laws; especially acts of dumping waste and discharging emissions that do not meet standard conditions into the environment. Continue to closely coordinate with forces inside and outside the industry in handling and resolving environmental pollution issues in craft villages.
Environmental protection continues to be identified by the People's Committee of Bac Ninh province as one of the key tasks in October 2024.
In the October 2024 work program, the People's Committee of Bac Ninh province assigned the Provincial Police to regularly direct relevant units with the industry's professional skills, and at the same time launch a peak period to handle environmental pollution at hot spots causing environmental pollution, focusing first on Phong Khe, Phu Lam and Van Mon.
