On the morning of September 19, Facebook posted an article related to the fact that Binh Minh Quang Binh Vocational College (Vinh Ninh commune, Quang Ninh district, Quang Binh province) still organized driving tests for candidates of all driving categories.
According to the article, the same morning, it rained heavily at the school but the school still held the exam.
After the article was published, many people disagreed with the school organizing the exam in such bad weather. The fact that storm No. 4 is about to make landfall will affect the professional level of the exam.
Besides, some people think that this exam helps candidates get used to the weather, but when storm No. 4 is about to reach the shore, it should be temporarily stopped and the exam date changed.
Regarding the incident, speaking with Lao Dong Newspaper reporter, Mr. Nguyen Dai Hanh - Principal of Binh Minh Vocational College, Quang Binh admitted that it was true that candidates took the exam on the morning of September 19.
“Today, we organized the driving test for candidates for the B1, B2, C... Before the test, we asked the candidates to write a volunteer application, and those who wanted to take the test could register. After 10am, after receiving the request from the Department of Transport, we temporarily stopped the test. We are checking the number of candidates who took the test,” said Mr. Hanh.
Mr. Hanh said that the school decided to hold the exam because at the school's location it only rained and the wind was not strong.
The principal of Binh Minh Vocational College in Quang Binh admitted that organizing the exam would affect the students' expertise and said that this exam would help students "experience" rainy and windy weather.
