On March 14, speaking with reporters, Chairman of Nghe An Provincial People's Committee Le Hong Vinh said that he had received information from Lao Dong Newspaper reflecting on the phenomenon of " problematic" in registering business household names of cosmetic and healthcare service providers in Vinh City, and at the same time directed competent authorities to inspect, review, and advise on handling measures according to the provisions of law.
Previously, as Lao Dong reported, the business household at No. 27, Nguyen Van Cu Street, Truong Thi Ward did not have a license to operate medical examination and treatment, did not have a doctor but registered to do business under the name "Dr Han Premium International Aesthetic Institute Business Household".
According to the shortcoming rule in English: Dr is a doctor; Premium means high-end. The concept of "international Aesthetic Institute" also means that this is an international-class aesthetic facility.
During operation, this facility has committed violations to the extent that it had to suspend operations. Accordingly, in November 2024, Vinh City authorities discovered that this facility violated cosmetic service activities (using machines that affected the human body without a license), so they imposed an administrative fine of 25 million VND and suspended operations for 4.5 months.
According to the inspection results, this cosmetic facility was not granted a license to operate a cosmetic clinic, so it was not allowed to perform techniques of invasion, anesthesia, use of rays, waves... without prescribing drugs, there were no doctors here.
Previously, in early 2024, a working group of the Nghe An provincial health sector inspected the business household of Dr Han Premium International Aesthetic Institute and discovered that there were machines with laser beams and waves placed at the facility without invoices or documents.
The business owner confirmed that these machines were purchased from the old facility. However, because the facility committed not to use machines with waves and laser rays on customers, the inspection team did not have enough basis to conclude that the facility used these machines on customers.
According to the investigation of Lao Dong Newspaper reporters, in Vinh city, there are many beauty salons that do not have a license to operate medical examination and treatment but have registered under the name of business households with related content of health care and doctors.
Specifically, the business household at 18A Phan Boi Chau provides non-surgical bathing, massage, tattoo spraying and beauty care services but has registered as a "Medicall Business Household", in which "Medicall" means "health" in English.
The business household at 238A Tran Phu also does not have a license to operate medical examination and treatment, does not have a doctor, but has successfully registered the business name: " MedIC SKIN Cosmetic Business Household". English: MEDIC is Medicine, SKIN is da. This facility was denounced by many people and was suspended for 4.5 months.
All of the above-mentioned business households have " problems" in operations; including facilities with serious violations that have been fined or suspended for a period of time.
