The project to invest in the construction of Ring Road 3.5 section from Thuong Cat bridge to National Highway 32 is a group B project, a special-grade project. Total length 3.5km, cross-section 60m.
The starting point of the project is at the intersection with the current Ky Vu road; the ending point is at the intersection with National Highway 32.
The project has a total investment of about 1,495 billion VND (construction cost of 683.853 billion VND); project implementation time from 2023 - 2026.
Regarding site clearance (GPMB), the Hanoi Traffic Construction Investment Project Management Board (the investor) said that the area to be GPMB is 29.236ha/657 options (Thuong Cat ward: 6.016 ha/215 options; Tay Tuu ward: 13.68ha/230 options; O Dien commune: 5.45 ha/160 options; Hoai Duc commune: 4.09 ha/52 options); relocating 160 graves in Tay Tuu ward.
People's Committees of communes and wards strive to complete site clearance before June 30, 2026.
Up to now, Tay Tuu ward has issued notices of land recovery for 206 households. 85/218 agricultural land plans have been investigated; 0/12 residential land (related to the collective housing area of Construction Company 695 - Ministry of National Defense/78m2/8 cases of land use; existing residential area (TDP Thuong 2)/344m2/4 cases of land use).
Regarding tomb relocation, 157/160 graves have been identified; 160/160 graves have been investigated and counted (3 graves have not been identified as relatives). 150/160 graves have been relocated; 81 plans have been approved.
Thuong Cat ward has issued 166/229 land acquisition notices.
O Dien wards and Hoai Duc commune are completing dossiers to serve the appraisal of land clearance maps.
Regarding the underground and above ground relocation work, the survey and inventory have been completed; dossiers are being completed and submitted for appraisal.
Regarding construction work, the investor said that it has only just received the handover of the public land area (traffic road land, about 10,203m2 of Tay Thang Long intersection in Tay Tuu ward, Thuong Cat ward). The received land area is only enough to cast concrete components and install shacks.
On the land area that has been handed over, there is currently a road construction contractor casting precast components - technical trenches. The bridge construction contractor is preparing to cast girders...
Currently, the project still has some difficulties and obstacles. The main difficulties are the site clearance of the project with a large volume in Thuong Cat, Tay Tuu wards, O Dien and Hoai Duc communes.
The nature of intertwined administrative boundaries after the merger of the two-level government (some land plots are located on the old administrative boundaries of two or three communes/wards). Currently, the work of planting markers for determination in the field has not been carried out, making it very difficult for units directly implementing land recovery and compensation, support, and resettlement.
Land ownership work is facing difficulties because households within the site clearance boundary of the project are carrying out purchase and sale, transfer or no longer cultivate.
The land compensation unit price has a difference when one land plot is located in two communes and wards.
The Hanoi Traffic Construction Investment Project Management Board requests the People's Committees of Thuong Cat, Tay Tuu wards, O Dien and Hoai Duc communes to pay attention to coordinating with the investor to accelerate land recovery and site clearance to construct project items.
