On January 22, Lao Dong Newspaper reporters were present at the Ham Nghi extended road project, the section connecting to National Highway 1 bypass in Ha Huy Tap ward, recording that many concrete components of the contractor were still left cluttered due to long-term construction failure due to site clearance issues.
In this area, the residential area stretching about 1 km has not yet been cleared or handed over land for project implementation. While more than 2 km of the end section connecting to the branch of National Highway 8C in Thach Xuan commune has been handed over for construction.
On the handed over area, the contractor has completed the roadbed, asphalt concrete pavement, completed the Rao Con bridge item and technical infrastructure works along the route... the progress is about 60%.
In which, package 09XL, section km4+740 - km5+959 with a length of more than 1.2km, was completed by the contractor Thanh Huy Group JSC at the end of 2024.
On the afternoon of January 22, a leader of Tan Lam Huong commune said that the Ham Nghi extended road project with the remaining site clearance problems has been basically resolved.
Currently, 121 households have been counted and are about to pay compensation and site clearance. As for Mr. Truong Quang Tuong's household, residing in Bac Thuong residential group, the land use limit has not been determined because the area of this household is related to previous projects, so it is still being removed.
This leader added that currently 2 resettlement areas for people affected by the project are being implemented in Lien Vinh residential group and Ky Phong residential group (Ha Huy Tap ward) with a total area of 7.5 hectares, meeting new housing for 152 households is also being accelerated construction, expected to be completed in March 2026.
After completing these 2 resettlement areas, people are relocated to resettle to hand over land to contractors to deploy construction and complete the long-unfinished project.

The Ham Nghi extended road project has a length of 3.3 km with the starting point connecting National Highway 1, the bypass of Ha Tinh City through Thach Dai commune (now Ha Huy Tap ward), and the ending point connecting to the National Highway 8C branch through Thach Xuan commune.
The project is invested by the Provincial Traffic and Urban Development Construction Investment Project Management Board with a total capital of 575 billion VND. The Provincial Land Fund Development Center is the investor of the sub-project of compensation, support and infrastructure construction for the resettlement area.
According to the approved site clearance scope, the extended Ham Nghi road project affects land, houses, and architectural works of 314 households in Ha Huy Tap ward with a total area of more than 21 hectares.
Of which, 137 households were affected by residential land, and 177 households were affected by agricultural production land.
For agricultural land, the site clearance unit has completed compensation payments to 171 households with a total amount of more than 18.7 billion VND corresponding to the recovered area of 13.3 ha and has handed over the site to the project construction unit.

For residential land and garden land of affected households, due to having to implement resettlement, site clearance is delayed. To date, the project is still waiting for site handover.
Over the past time, the slow site clearance for people's residential land has been determined due to problems with the authority to approve the construction of the resettlement area of the project.
By May 2025, the Provincial People's Committee will decide to approve the investment and construction of 2 resettlement areas.
Currently, the Provincial Land Development Center is focusing on directing contractors to mobilize maximum manpower and equipment to complete the resettlement area before March 30, 2026 according to the direction of the Provincial People's Committee.
