Hanoi is creating all conditions for businesses to build social housing, striving to achieve the target assigned by the Prime Minister - completing 4,670 units by 2025.
Accordingly, the Hanoi People's Committee requested units and branches to continue to effectively implement key solutions and tasks to promote decentralization, delegation of authority, reform, minimize administrative procedures, create favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing. Focus on implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers, period 2021 - 2030".
The Department of Planning and Architecture shall preside over and coordinate with the People's Committees of districts, towns and cities to continue reviewing and supplementing urban planning and industrial park planning, ensuring sufficient land allocation for the development of social housing, including workers' accommodation and housing for the People's Armed Forces.
In the context of the city focusing all its efforts on implementing social housing, there are still projects that have been approved, promising to hand over apartments a year ago, but up to now, the implementation area is still just an abandoned land.
At the IEC Bao Ngoc Social Housing Project located in Lane 184 Thach Ban (Long Bien, Hanoi), the expected handover time of the apartments proposed by the investor is in the first quarter of 2024.
However, according to Lao Dong's records on March 12, 2025, the project construction site has not shown any signs of construction, and is still just an abandoned lot. Inside the project, grass grows wildly.







Previously, according to information at the meeting of the Special Working Group of the Hanoi People's Committee in early 2025 on removing difficulties and obstacles, effectively supporting businesses, investors, and investment projects in the city, the Bao Ngoc high-rise social housing project in Thach Ban ward (Long Bien district) is facing difficulties related to land allocation procedures, transfers, and investment policies, which have lasted for many years.
Chairman of the Hanoi People's Committee Tran Sy Thanh discussed with businesses, investors, units and localities relevant about the actual situation of the project. At the same time, direct departments and branches to coordinate with local authorities to organize inspections, reviews, and resolve any arising problems under the authority of the units.
From December 2024 to now, Hanoi has started construction of 3 new social housing projects in Dong Anh and Thanh Tri.
On March 3, the Joint Venture of Hanoi Housing Investment and Development Corporation (Handico) and Viglacera Corporation started the Thang Long Green City social housing project at plot CT3, Kim Chung urban area, Dong Anh district. The project provides more than 1,100 apartments, expected to hand over houses to residents in the fourth quarter of 2026, with a selling price of VND 18.4 million/m2 (including 5% VAT and 2% apartment maintenance fee).
Previously, on December 17, 2024, Corporation 319, Ministry of National Defense held a groundbreaking ceremony for the Social Housing Project in Uy No commune, Dong Anh district. The social housing project in Uy No commune is built on a land area of 15,286m2, with 4 blocks of 9-storey houses and 1 basement. The project has a total of 466 apartments (from 40m2 to 76.7m2), expected to be completed in the fourth quarter of 2026.
On December 5, 2024, the consortium of Urban Infrastructure Development Investment Corporation (UDIC), Hanoi Electricity and Water Construction and Installation Joint Stock Company, and DAC Hanoi Housing Development and Trading Joint Stock Company started the social housing project in Ha Dinh urban area (Tan Trieu commune, Thanh Tri district). The project is expected to be constructed within 30 months.
