The Ho Chi Minh City - Moc Bai Expressway is nearly 51km long, the section passing through Ho Chi Minh City is more than 24.7km long, the rest is in Tay Ninh province.
The project passes through 11 communes of Cu Chi district (HCMC), including: Phuoc Thanh, Trung Lap Ha, Trung Lap Thuong, Phuoc Hiep, Tan Thanh Tay, Tan Thanh Dong, Nhuan Duc, Phu Hoa Dong, Phuoc Vinh An, Tan An Hoi and Tan Phu Trung.
The total area of affected land is up to 182.25 hectares, including 7.65 hectares of residential land, 136.99 hectares of agricultural land and 1.4 hectares of non-residential non-agricultural land.
Tan Thanh Tay commune has the most affected households with 427 households, followed by Tan Thanh Dong commune (326 households), Trung Lap Ha (300 households), Nhuan Duc (291 households), Phu Hoa Dong (206 households),...
The total compensation and support for site clearance for people is expected to be about 5,270 billion VND.
According to the Department of Natural Resources and Environment of Ho Chi Minh City, out of a total of 1,877 affected households, 432 households need to be resettled.
Of which, about 254 households are eligible for resettlement land and 178 households with houses on agricultural land also need to be rearranged with new housing.
To ensure new housing for people, the People's Committee of Cu Chi district has proposed investing in building a resettlement area in Pham Van Coi commune.
This project will be implemented on an area of 23.73 hectares, belonging to plots of land No. 5, part of plot No. 9 and part of plot No. 10 according to map sheet No. 22 of Pham Van Coi commune land agency.
On January 24, 2025, the Ho Chi Minh City People's Committee issued a decision assigning the Cu Chi District People's Committee to prepare a report proposing the investment policy for the resettlement area project.
Then, on February 11, 2025, the People's Committee of Cu Chi district submitted a document to the People's Committee of Ho Chi Minh City regarding the appraisal of the investment policy proposal report. On February 18, 2025, Cu Chi district continued to send a report to the Ho Chi Minh City People's Committee proposing an investment policy for the project.
It is expected that in March 2025, the Ho Chi Minh City People's Committee will approve the investment policy, creating a basis for implementing the next steps, completing the infrastructure of the resettlement area, ensuring the overall progress of the expressway project.
According to the plan, by July 2025, the People's Committee of Cu Chi district will issue a detailed compensation plan and pay compensation, reclaiming at least 173.2 hectares of land, equivalent to 95% of the area requiring site clearance. By the end of August 2025, the site will be ready for the project to start construction.

Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board, said that the Ho Chi Minh City - Moc Bai Expressway project (phase 1) has a total investment of more than VND 19,600 billion, implemented under the BOT (build - operate - transfer) form.
According to Mr. Phuc, if the handover of the site is on schedule, it is expected that on September 2, 2025, the project will start construction of a residential access road and a bridge across the expressway using state budget capital.
By January 2026, the main expressway (phase 1) will officially start construction under a BOT contract, aiming to be completed by the end of 2027.
When put into operation, the Ho Chi Minh City - Moc Bai Expressway will help increase the capacity to exploit the international transport route connecting Ho Chi Minh City with Cambodia, reducing the load on National Highway 22. This is also the shortest route connecting Ho Chi Minh City with Cambodia through Moc Bai Border Gate.
