Implementing phase 2 of the project connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, there are 352 households with land within the scope of land acquisition to implement the project. In this payment period, 76 households with agricultural land subject to recovery have agreed with the compensation plan and received support funds with a total amount of 44 billion VND. Payments are made publicly, transparently, and in accordance with regulations.
The Kien An Project Management Board said that the unit is continuing to complete related procedures to make payments to the remaining households in November and early December, to ensure the progress of site clearance for phase 2 of the project.

The Nguyen Luong Bang - Tran Nhan Tong connecting road project is an important infrastructure project, contributing to increasing traffic connectivity and reducing traffic congestion. At the same time, create a land fund for socio-economic development in Phu Lien ward, serve land management and urban beautification.
The investment scale of the project is to build a road connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, about 1.5 km long, passing through Van Dau and Nam Son wards, the old Kien An district. Section 1 from Nguyen Luong Bang Street km0+000 to km 1+280.85 is 1,280.85m long, with a road cross-section of 15m; Section 2 from km 1+280.85 to Tran Nhan Tong Street km1+486.94 is 206.09m long, with a road cross-section of 13m. The project also relocates electricity, transformer stations, and completes the construction of urban technical infrastructure works such as drainage systems; lighting systems, trees, and road signs according to current standards.
According to the plan, the project is expected to be completed in 2024. However, in October 2024, at the 19th session, the 16th Hai Phong City People's Council decided to adjust the investment policy of this project in terms of both investment level and implementation time. Accordingly, in addition to 189.312 billion VND from the city budget, the project was supplemented with more than 29 billion VND from the budget of the old Kien An district (total investment is 218.327 billion VND). The implementation period has also been extended to 2025.
