Commune Secretary recommends Hanoi to remove shortcomings in compensation policies when reclaiming land

Hanoi - Thu Lam Commune Secretary recommended that there should be solutions to handle the situation of "one project, two policies" to ensure consistency in compensation and resettlement work.

On December 7, Supervisory Delegation No. 01 of the Standing Committee of the Hanoi Party Committee, led by Mr. Vu Dai Thang, Chairman of the City People's Committee, worked with the Standing Committee of the Thu Lam Commune Party Committee to supervise the leadership, direction, and organization of the implementation of a number of key and urgent topics associated with the review work in 2025.

At the meeting, Party Secretary and Chairwoman of the People's Council of Thu Lam commune Nguyen Thi Thanh Tam reviewed some outstanding results that the commune has achieved since July 1. In particular, the Party Committee has directed the improvement of the apparatus and personnel according to the 2-level local government model, ensuring streamlining, science, and compliance with regulations. The commune has issued assigned tasks, operating regulations, programs and work plans, ... to ensure smooth operation, without interruption, without leaving any vacant areas and serving people, organizations and businesses well.

Determining that site clearance (GPMB) is a "bottleneck" that needs to be focused on directing and removing, the Party Committee has established a Steering Committee for Compensation, Support and Resettlement under the direction of the Secretary, who is the Head of the Steering Committee, and at the same time directed the People's Committee and the entire political system to get involved from the first day of project implementation to speed up public investment progress and realize the plans.

In 2025, there are 59 projects in the commune implementing land acquisition with a total land acquisition area of 311.37 hectares for 3,750 households and individuals. In the expected plan for 2026, the commune will determine the task of site clearance for 97 projects with a total area of about 524.82 hectares, the number of households involved is about 4,820 households.

Stating the difficulties since implementing the 2-level local government model, the Secretary of the Thu Lam Commune Party Committee recommended that the city soon remove shortcomings in compensation, support and resettlement policies.

First of all, it is necessary to develop a specific mechanism to thoroughly handle the situation of "one project, two policies" to ensure unity in compensation and resettlement work; issue specific instructions for handling illegal constructions on public land managed by the commune, ensuring the legitimate rights of the people.

In his concluding remarks, Chairman of the Hanoi People's Committee Vu Dai Thang assessed the site clearance work as the most difficult task, but thanks to the decentralization and authorization mechanism of the city, the commune has been able to handle dozens of long-standing records from the district and commune levels.

Although it is not possible to completely resolve the issue due to the large workload, the initial results create an important driving force for local socio-economic development.

Mr. Vu Dai Thang said that recently, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on specific mechanisms and policies to implement major projects in the capital Hanoi.

The content of the draft Resolution stipulates the pilot of a number of specific mechanisms and policies, superior to a number of current laws on important issues. Therefore, areas with great potential in Thu Lam will be prioritized to be included in the detailed planning to promote development advantages.

The Chairman of the Hanoi People's Committee emphasized that the tasks in 2026 are very important when the City Party Committee and People's Council have approved the growth target of 11%, so it requires the synchronous efforts of the entire political system. In particular, the proactive, creative role as well as the responsibility of local governments are very important to realize the development tasks of the Capital.
