The Social Housing Project at Lac Vien warehouse 3 (No. 142 Le Lai), Ngo Quyen District, Hai Phong City has the investor being Thai - Holding Joint Stock Company. The project started on March 7, 2023, and is expected to be completed in the fourth quarter of 2025.
The project is deployed on a land area of over 16.91 hectares. The construction scale includes a social housing area with an area of about 53,913 m2, including 10 blocks of 15-storey apartment buildings, construction density of about 48%; total construction floor area of about 340,952 m2, total of about 4,456 apartments.

The commercial housing area has an area of about 13,063 m2, a scale of about 163 apartments, 7 floors high, a construction density of about 98%; the total construction floor area is about 90.420 m2. This is a civil project, level 1 with a term of use of more than 100 years. The total investment of the project is more than 4,865 billion VND, invested by the investor and other mobilized capital.
This is the first social housing area of the Social Housing Construction Project combined with housing solutions for households living in old apartment buildings in Hai Phong City, with the largest scale with 10 apartment buildings and public works, serving about 4,500 households. Thereby, contributing to the realization of the city's social housing development goals.

After 17 months of construction, in August 2024, the investor to raise the roof of the CT 3A and CT 4B Apartment buildings under the Social Housing Project at Lac Vien General warehouse 3.
In July 2024, the investor also announced the provisional selling and rental prices. Accordingly, the provisional selling price for social housing apartments ranges from 550 million VND to 1.2 billion VND/apartment; the provisional rental price ranges from 100-130 thousand VND/m2/month. When the approved price is officially available, the investor will have corresponding adjustment notices for subsequent payments or in the final payment period.
Recently, according to Resolution No. 60 -NQ/TW dated 12.4.2025 of the 11th Conference of the XIII Party Central Committee, Hai Phong City is expected to merge with Hai Duong province, named Hai Phong City, the Political - Administrative Center in Hai Phong City today. In order to support cadres, civil servants, officials and workers in Hai Duong province to have a place to stabilize their work at the city's political and administrative center, the Chairman of the City People's Committee suggested that Thai - Holding Joint Stock Company arranged 1 block (about 400 apartments) in the social housing project at the 3 -year -old warehouse for Hai Duong officials with a time of 2-3 years. After the above time limit, the investor continues to sell social houses as prescribed.

The Chairman of the City People's Committee also requested CRV Real Estate Group Joint Stock Company to soon start construction of apartment buildings combined with commercial services (33-storey building) on plots of land from HH1 to HH4 in the Do Muoi Street area extended on May 13, 2025 and complete on May 13, 2027; when opening for sale, priority will be given to Hai Duong's staff.
