1. What is a social housing apartment?
Currently, there is no specific definition of social housing apartments but only the concept of social housing. Accordingly, according to Clause 7, Article 2 of the 2023 Housing Law, social housing is housing with State support for beneficiaries of housing support policies according to the provisions of this Law.
In which, social housing has two types of houses: apartment buildings and individual houses. Regarding apartments as individual houses, Clause 1, Article 83 of the Housing Law stipulates that the type of house and standards for social housing area are stipulated as follows: Social housing is an apartment building, invested in construction according to a project, in accordance with the approved detailed construction plan. In case the social housing construction investment project is invested in construction in communes in ethnic minority and mountainous areas according to the regulations of the Prime Minister, individual houses can be built.
Thus, it can be understood that social housing apartments are a type of housing invested in and built according to a project, in accordance with the approved detailed construction plan.

3. Conditions for buying social housing
Article 78 of the Housing Law 2023, Article 30 of Decree 100/2024/ND-CP, conditions for buying or renting social housing are as follows:
(1) Housing conditions
- Not having a house of one's own at the place where the social housing construction investment project is located.
- Not yet allowed to buy/rent/rent-purchase social housing.
- Not yet entitled to any housing support policy in any form in the province or city where there is a social housing construction project
- If you already own a house in a social housing project, the house must have an average area per capita of 15m2 of floor space/person.
- In case they are in the army, civil servants, public employees... they must not be at the official residence.
(2) Income conditions
- For subjects in order 4, 5, 7:
+ In case of single: The actual monthly income is not more than 15 million VND/month.
+ In case of marriage: The total actual monthly income of both husband and wife is not more than 30 million VND/month. (Income is calculated according to the Salary and Salary Table confirmed by the workplace)
- For subjects 6:
+ In case of single: The actual income (including salary and allowances) does not exceed the total income of the Colonel's officers
+ Married cases:
If both husband and wife are in the armed forces: The total income (including salary and allowances) actually received monthly shall not exceed 2 times the total income of officers with the rank of Colonel.
Only 1 person in the armed forces: The total monthly actual income of the couple is not more than 1.5 times the total income of the Colonel-level officer (including salary and allowances).
- In case of belonging to a poor or near-poor household in an urban area, it must be proven to be a poor or near-poor household according to regulations.
- In case of an employee without a labor contract: The Commune People's Committee will confirm the income conditions.
