Previously, as Lao Dong reported, in December 2022, Ca Mau City authorities discovered that Mr. Ho An Tap illegally built a villa on an aquaculture land area of more than 3,000 square meters, adjacent to Quan Lo - Phung Hiep route.

Through review, the entire construction area is planned as aquaculture land, not eligible to change the purpose of use from aquaculture land to rural residential land because it is not consistent with the construction planning.
In January 2023, the People's Committee of Ca Mau City decided to fine Mr. Tap 22.5 million VND and force him to restore the land to its original state before the violation.
In November 2023, the People's Committee of Ca Mau City decided to amend and supplement the administrative penalty for Mr. Tap. It required maintaining the current land use status as at the time of detecting the violation and at the same time allowing the conversion of the land use purpose of more than 2,200 m2 from aquaculture land to rural residential land.
