According to information from the Hanoi Department of Construction, the Kien Hung Social Housing Project consists of three buildings OXH1, OXH2 and OXH3 with a total of 500 apartments. OXH2 building alone has 200 apartments including social housing for sale, lease and commercial apartments. In the third phase, only 5 social housing apartments subject to lease and sale under Point g, Clause 5, Article 198 of the 2023 Housing Law were opened for sale to eligible subjects specified in Clause 1, Article 77. Previously, in the second phase, 77 customers renting houses at the project signed purchase contracts.
The dossier is received based on the Housing Law 2023; Decree 100/2024, Decree 261/2025; along with guiding circulars of the Ministry of Construction, the Ministry of Public Security, the Ministry of National Defense and Decision 25/2019 of the Hanoi People's Committee. The application submission period lasts until January 19, 2026 during office hours, not applicable on Saturdays, Sundays and holidays.
The selling price of social housing apartments in OXH2 building according to Document 4835/SXD-KTXD in 2017 of the Department of Construction is 13,695,400 VND/m2, including value added tax but not including maintenance costs. The application can only be submitted directly to Kien Hung Urban Development Investment Joint Stock Company (Lot C.TT13 Kien Hung New Urban Area, Kien Hung Ward, Hanoi). The Department emphasized that there were no other documents collection locations.
The dossier submitter must directly sign and submit a certified copy of his/her identity and residence documents and be responsible for the accuracy of the declared information. In case people with revolutionary contributions or people with disabilities need to submit additional supporting documents to be given priority according to regulations. Investors are only allowed to mobilize capital and collect advances before meeting the requirements of the Law on Real Estate Business 2023.
The Hanoi Department of Construction recommends that people do not submit documents through intermediaries, do not make illegal deposits and do not receive social housing transfers in violation of regulations. Any acts of false declaration, even after inspection, will be handled according to the law. Official information on the sale, lease-purchase or rental of social housing is only published on the website of the Hanoi Department of Construction and the website of the investor.
