Recently, information about submitting documents to buy social housing at the NO1 Ha Dinh project (Thanh Tri district, Hanoi) is attracting great attention. However, the heat of the project also led to many disruptive information, including the appearance of offering services to complete the application for purchasing social housing.
Posing as someone who wants to buy social housing, the reporter contacted a broker named Nguyen Thi Cam (character's name has been changed) on social media, who confirmed to us that the company currently only accepts support to make documents when the home buyer meets the conditions according to the law. When the reporter asked if he wanted to buy social housing through diplomatic quotas, this person advised that the information about buying diplomatic quotas was a scam and that he should not believe it to avoid losing unjust money.
Continuing to contact another broker named Nguyen Van Son (character's name has been changed), we were invited to a coffee shop next to the Ha Dinh social housing project. In contrast to what he had discussed with brokers before, this person quickly introduced many service packages covering the entire application process. Accordingly, for those working at agencies, the service package is 10 million VND, and for those working freely for the service package is 15 million VND. In addition, if the buyer only needs a consultation, the cost is 2 million VND.
Although the NO1 Ha Dinh social housing project will not officially open for sale until the fourth quarter of 2025, Mr. Son said that his company is the third party to support investors in collecting dividends and selling goods. Therefore, he had more than 40 commercial housing units at the Ha Dinh social housing project and had sold them all. If customers have a need, brokers are ready to connect to convince the old owner to transfer and the buyer must accept to pay the additional difference.
"If there is a need to buy, we only need to transfer 100 million VND in deposit and difference to the old owner. In addition, I will pay an additional 100 million VND for a new contract with the company," said Mr. Son.
According to records, many groups on social networks also posted information about buying and selling social housing apartments at a price difference of up to 1 billion VND/unit.

Investors warn about buying and selling at a higher price in Ha Dinh social housing
The Social Housing Project at plot NO1 of the Ha Dinh New Urban Area project, Tan Trieu commune, Thanh Tri district, Hanoi, invested by the consortium of UDIC Urban Infrastructure Development Investment Corporation - One Member Limited Liability Company; Hanoi Electricity and Water Construction Joint Stock Company - Haweicco; DAC Hanoi Housing Construction and Development Joint Stock Company (hereinafter referred to as "Investor Joint Stock Company") as the investor to implement the project.
The project started construction on December 5, 2024. Currently, the project is carrying out the construction of the pile. The project is expected to open for sale in the fourth quarter of 2025; completed and put into use: the fourth quarter of 2027.

Information from UDIC Urban Infrastructure Development Investment Corporation - One Member Co., Ltd., through recent social media channels, the fact that some real estate information sites and real estate trading groups regularly post information about opening for sale, receiving home purchase documents, consulting, and depositing for home purchase at the project is fake, showing signs of fraud, and appropriating people's money.

The investor consortium does not sign any contracts or authorize consultation, depositing, or distribution of social housing projects at the NO1 Ha Dinh plot with any company or real estate trading floor. Any act of any organization or individual on behalf of the Project Investor Joint Venture ( UDIC Corporation, Haweicco, DAC Hanoi) receiving registration/consultation/deposit/ment/mentment/transaction for the sale of apartments at the NO1 Ha Dinh Social Housing Project is a fake, showing signs of violating the law.
When the project is eligible for business and opening for sale, the Joint Venture of Investors will provide full information about receiving home registration documents and publicly announce them on the electronic information portal of the Hanoi Department of Construction or official information from the Joint Venture of Investors.
