Chairman of the City People's Committee Vu Dai Thang has just signed and issued Decision No. 5969 on the assignment of socio-economic development targets; budget revenue and expenditure estimates; administrative and career staffing; science and technology in 2026.
According to the Decision, based on the assigned targets and tasks of socio-economic planning, administrative staffing, career and budget estimates, Directors of departments, heads of departments, branches, unions, and units under the City, Chairmen of People's Committees of communes and wards shall deploy to affiliated units in the spirit of "6 clear": clear people, clear work, clear time, clear responsibilities, clear products, clear efficiency; comply with the prescribed deadline before December 31, 2025, and organize implementation according to the following requirements:
Regarding the Socio-Economic Development Plan: Departments, branches, sectors and People's Committees of communes and wards, based on the targets and tasks assigned by the city and the Resolution of the People's Council at the commune level, are responsible for concretizing the implementation with tables, tables of targets, tasks and solutions in the spirit of "6 clear" to be able to count by month, quarter, 6 months and year.
Regarding state budget revenue: Hanoi City Tax, the Customs Branch of Region I shall preside over and coordinate with departments, branches, sectors, People's Committees of communes and wards to strengthen the management of State budget revenue;
Restructuring revenue sources to ensure sustainability; expanding the collection base; combating loss and transfer of tax evasion; trade fraud, especially in digital-based commercial activities; urging the recovery of outstanding tax debts; promoting the implementation of tax administrative procedure reform.
Synchronously, drastically and effectively implement the Project "Converting tax management models and methods for business households when eliminating contract tax".
The Department of Agriculture and Environment shall preside over and coordinate with the People's Committees of communes, wards and related departments and branches to focus on reviewing and removing difficulties and obstacles in processes and procedures in land allocation, land lease, auction of land use rights, determination of land prices, and land financial obligations; completing the overall project on exploiting land resources to create capital for socio-economic development in the period of 2025-2030.
Departments, branches, sectors, associations, unions, units under the city and People's Committees of communes and wards strictly implement regulations on auctions when transferring, leasing public assets, allocating land, leasing land according to the provisions of law; managing, using and rearranging, handling public assets under their management (especially for office buildings, headquarters, and other public assets after implementing the arrangement of administrative units and local authorities at both levels).
Communes and wards assigned budget revenue estimates must ensure that they are not lower than the estimates assigned by the City People's Committee; for assigned revenue items higher than the estimates assigned by the city, it must ensure feasibility.
Regarding State budget expenditure: Departments, branches, sectors, associations, unions, units under the City and People's Committees of communes and wards allocate and assign estimates on time according to the provisions of the State Budget Law and the Law on Public Investment;
thoroughly save regular expenditures, especially expenditures for organizing conferences, seminars, celebrations, research trips, and surveys abroad to ensure resources for natural disaster prevention and control, epidemics, and supplement capital for development investment; submit to competent authorities to issue new policies, projects, and tasks when absolutely necessary and with guaranteed sources.
Strive to disburse 100% of assigned estimates, ensuring the completion of tasks, programs, projects and plans approved by competent authorities based on allocated state budget sources; proactively arrange and handle to implement assigned tasks arising in the budget year.
Communes and wards proactively arrange the budget expenditure structure in 2026 according to the principle of thoroughly saving regular expenditures to reserve resources for investment in development and implementation of socio-economic development tasks, prevention and overcoming the consequences of climate change, implementation of social security expenditure tasks, ensuring security, national defense and reforming salary policies...
Regarding the administrative and career payroll plan: Heads of departments, branches, sectors; People's Committees of communes and wards; public service units under the City People's Committee continue to do a good job of propagating the Resolutions, Conclusions of the Central Committee, Resolutions on the implementation of the Capital Law and the policies and guidelines of the Party and State, ensuring high consensus from the leadership level to cadres, civil servants, public employees, and workers on the goals and necessities of the arrangement and streamlining of the apparatus in conjunction with streamlining the payroll, arranging personnel according to job positions, implementing training, fostering, and improving the quality of the team according to regulations.
Continue to review and reorganize the apparatus according to the requirements of "Refined - compact - strong - efficient - effective - efficient", review the functions and tasks of departments to ensure one thing - one focal point throughout.
Review, arrange, and develop a plan to effectively use the assigned staff in 2026. For units with many positions that have not been used, develop a recruitment plan or propose to the competent authority to carry out recruitment according to regulations;

During the recruitment and acceptance process, it is necessary to estimate the number of staff reduction targets for the 2026-2031 period according to regulations.
Departments, branches, sectors; People's Committees of communes, wards and units prioritize allocation of funding to implement Resolutions on breakthrough mechanisms and policies for the development of science, technology and innovation to implement the Capital Law issued by the City People's Council in 2025.
Focus on researching large, smart, modern urban management solutions, developing high-tech agriculture... associated with the characteristics of a political, cultural, and educational center.
Promote scientific research activities, technology development, application and transfer of scientific and technological advances, innovation, especially in key areas of science and technology of the capital.
Allocate funding to implement policies to attract and promote, creating a favorable working environment for leading scientists, experts, and "chief architects" at home and abroad to work in the capital.
