Recently, on November 11, at a meeting of the Central Steering Committee on housing policies and the real estate market, Prime Minister Pham Minh Chinh said that the market is still in a negative situation in approving buyers, renters, and tenants of social housing (NOXH), causing public outrage.
The Prime Minister emphasized that all procedures for purchasing and renting social housing must be public and transparent, and requested ministries, branches and localities to strictly control this issue.
Accordingly, the Prime Minister requested the Ministry of Public Security to direct forces to grasp the situation, take immediate action to handle violations of the law, prevent negativity, and not to distort a humanitarian policy.
At the same time, the Prime Minister requested strict handling of illegal brokerage, receiving " performing rent" money, and thieves to buy social housing.
With the strong direction of the Prime Minister, the participation of ministries and branches, and close supervision from the people and the press, National Assembly delegate Nguyen Hoang Bao Tran (HCMC National Assembly delegation) hopes that we will clean up the social housing policy environment, so that each real house can reach the right hands of the needy, and each budget item can be used for the right purpose.
With the direction of the Prime Minister, delegate Nguyen Hoang Bao Tran said that this is a very necessary and timely move, demonstrating the Government's determination to keep the social housing policy - a deeply humane policy - implemented to the right subjects and goals.
According to this delegate, the negative situation of renting and bribing in the approval of buying and renting social housing not only causes resentment among the people, but also damages the trust of poor workers - those who should have been given priority to enjoy this policy.
When the Prime Minister asked the Ministry of Public Security to intervene, it was not only a matter of handling violations, but also a strong warning that all acts of profiteering on social security policies will be punished, said this delegate.
However, in the long term, to completely end this situation, it is necessary to combine three groups of solutions: prevention from institutions, transparency from processes, and supervision from the community.

This delegate added that the participation of the police force will certainly deter and prevent violations in a timely manner, but to completely "end it", it must come from the root of negativity, which is the loophole in the process and the lack of transparency in information disclosure.
Currently, many social housing projects still let investors receive, review and announce the list of eligible people, while State management agencies lack independent control tools. This makes some individuals take advantage of this to "suggest" to run rates, hold seats or buy and sell with priority.
Therefore, with the participation of the police agency, the entire process of receiving documents, reviewing, drawing lots and announcing results needs to be digitized and made public on the electronic information portal of the province or the Ministry of Construction, so that people can monitor.
Delegate Nguyen Hoang Bao Tran added that the roles of investors and social housing management agencies need to be clearly separated. Investors are only allowed to perform technical tasks and are not allowed to participate in the approval process.
At the same time, there should be an independent hotline or online feedback channel for people, newspapers, and social organizations to participate in monitoring.
"When people are supervised, the press is exposed, and the police are handled promptly - then it will be difficult for negativity to have a place to live" - delegate Nguyen Hoang Bao Tran emphasized.
This delegate said that social housing is not only a social security policy, but also a human development policy. Only if workers have a stable place to live, will they feel secure in sticking with and contributing to businesses and the locality.
Therefore, in addition to handling negativity, it is more important to arouse the humanistic, fair and transparent spirit of this policy.
