On November 12, a source from the reporter said that the authorities under the Ho Chi Minh City Police are investigating and handling a complaint related to Mr. Truong Minh Ky (residing in An Phu Ward, Ho Chi Minh City) about a group of people building nearly 50 houses on their land in Tan Khanh Ward, Ho Chi Minh City (formerly in Khanh Long Quarter, Tan Phuoc Khanh Ward, Ho Chi Minh City).
Ho Chi Minh City Police Department units have coordinated with Tan Khanh Ward Police and other units to conduct a crime scene inspection of nearly 50 houses built on agricultural land in Tan Khanh Ward.
The police agency has conducted measurements and verified the current status of the real estate area. The police also worked with related people in this area to collect information and evidence.
The above activity aims to determine the current situation and collect verification evidence related to the content of Mr. Truong Minh Ky's reflection.

Previously, Lao Dong Newspaper reported that at the end of October 2025, the Ho Chi Minh City Party Committee's Internal Affairs Committee transferred Mr. Truong Minh Ky's petition to the Ho Chi Minh City Police. The Ho Chi Minh City Party Committee's Internal Affairs Committee requested the Ho Chi Minh City Police to consider and resolve the matter in accordance with the provisions of law and notify the results of the settlement to the City Party Committee's Internal Affairs Committee.
This is a long-term complicated lawsuit by Mr. Truong Minh Ky against Mr. L.V.H and some people who built houses on the perennial land plot No. 87 (large at 5,802 m2) on map sheet No. 16, Tan Khanh ward. This plot of land has been granted a legal land use right certificate to Mr. Ky since 1999.
In 2017, Mr. Ky discovered that Mr. L.V.H and some people had mistakenly built a house on his plot of land. After that, Mr. Ky went to report and filed a lawsuit to reclaim the land.
The case was brought to trial by the People's Court of Tan Uyen City and forced those who illegally built on the land to demolish the house and return the land to the plaintiff, Mr. Ky. The defendant then appealed, through many levels of trial but all of the petitions were rejected, and at the same time, Mr. Ky's legal ownership of the land was recognized.

However, the individuals involved did not comply, continuing to complete the construction of 47 townhouses for sale to people and 1 boarding house.
At the time of resolving the land use rights dispute for the plaintiff, Mr. Truong Minh Ky, in addition to forcing Mr. L.V.H and other related people to return the land, the People's Court of Tan Uyen (old) considered there were signs of violating criminal law in the case, so it recommended that the police investigate.
In mid-May 2025, the Investigation Police Agency of Binh Duong Province Police (formerly Ho Chi Minh City Police) sent a document requesting the People's Committee of Tan Phuoc Khanh Ward (now Tan Khanh Ward, Ho Chi Minh City) to coordinate and provide records and documents related to the case with signs of fraud and property appropriation related to Mr. L.V.H.
However, after Binh Duong merged into Ho Chi Minh City, the matter temporarily subsided. Mr. Truong Minh Ky was worried that the merger would affect the settlement of the case, so he continued to send a complaint to the Ho Chi Minh City authorities.
