On the Ministry of Construction's Information Portal, citizen P.V.V asked the director of a 1-member LLC, if he pays full social insurance every month according to regulations, can he buy social housing?
Citizens requested the Ministry of Construction to answer the latest regulations on subjects eligible to buy social housing.
Regarding this content, the Ministry of Construction responded as follows:
To be eligible to buy social housing, they must be eligible for social housing support policies and meet the conditions (regarding housing and income), not stipulating the conditions for social insurance payment according to the provisions of the law on housing.
Articles 76 and 78 of the 2023 Housing Law stipulate the subjects and conditions for enjoying social housing support policies.
Article 29 and 30 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing (amended and supplemented in Decree No. 261/2025/ND-CP dated October 10, 2025 of the Government amending and supplementing a number of articles of Decree No. 100/2024/ND-CP and Decree No. 192/2025/ND-CP of the Government) have stipulated housing conditions and income conditions to enjoy social housing support policies.
Articles 6, 7, 8, 9 of Circular No. 05/2024/TT-BXD dated July 31, 2024 of the Minister of Construction detailing a number of articles of the Housing Law (amended and supplemented in Circular No. 32/2025/TT-BXD dated November 10, 2025) have stipulated documents proving the subjects and conditions for enjoying social housing support policies.
