Voters in Da Nang City expressed: Housing support policy for people with revolutionary contributions according to Decision 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister stipulates that cases that have been supported under Decision 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister will not continue to receive.
However, after more than 10 years of use, many houses of people with revolutionary contributions have seriously degraded.
Therefore, voters proposed that the Ministry of Construction consider amending Decision 21/2024/QD-TTg in the direction of allowing support for new construction for cases that are truly difficult, have houses but have degraded and cannot be repaired; at the same time, clearly stipulate the criteria and assign localities to carefully review to ensure fairness and the right subjects.
After studying, the Ministry of Construction responded as follows:
In the recent period, the Prime Minister has issued many mechanisms and policies to support housing for people with meritorious services to the revolution such as: Decision No. 118/TTg of February 27, 1996 on supporting people with meritorious services to the Revolution to improve housing, Decision No. 20/2000/QD-TTg dated 3.2000 on supporting revolutionary revolutionary people before the August Revolution of 1945 improvement of housing, Decision No. 117/2007 25.7.2007 sua doi, bo sung mot so dieu cua Quyet dinh so 118/TTg va Dieu 3 Quyet dinh so 20/2000/QD-TTg ngay 3.2.2000 cua Thu tuong Chinh phu ve viec ho tro nguoi hoat dong cach mang tu truoc Cach mang thang Tam nam 1945 cai thien nha o, Quyet dinh so 64/1998/QD-TTg ngay 21.3.1998 ve viec mien giam tien mua nha o thuoc so huu nha nuoc, Quyet dinh so 22/2013/QD-TTg ngay April 26, 2013 on housing support for people with meritorious services to the revolution, Decision No. 21/2024/QD-TTg dated November 22, 2024 on the level of support for new construction or renovation and repair of housing for people with meritorious services to the revolution, relatives of martyrs and supporting capital allocation ratio from the central budget, the reciprocal rate of support capital from the local budget period 2023-2025.
Accordingly, households with meritorious services to the revolution are supported to improve their houses in many forms such as: Exemption from land use fees when buying old state-owned houses, when the State allocates land for housing; being given houses for gratitude; support when building or repairing houses; financial support.
In addition, many housing support programs of socio-political organizations, such as the "repayment" programs, building "love houses", "comrades' houses", "eliminating temporary and dilapidated houses nationwide" ... are also widely implemented in localities across the country.
The housing support policy for people with revolutionary contributions according to Decision 22/2013/QD-TTg was implemented in the period of 2013-2019 and has been completed.
Based on the implementation results of this decision, the Prime Minister issued a policy to support housing for people with revolutionary contributions and relatives of martyrs according to Decision No. 21/2024/QD-TTg, which stipulates: "except for households that have been supported under Decision No. 22/2013/QD-TTg" based on the provisions of Clause 4, Article 2 of Circular No. 09/2013/TT-BXD dated July 1, 2013 of the Ministry of Construction guiding the implementation of Decision No. 22/2013/QD-TTg: "Supporting people with revolutionary contributions to build new houses or repair houses must ensure the following requirements:
In case the house must be demolished for reconstruction, the new house must meet the standards of 3 hard (hard foundation, hard frame - wall, hard roof), with a minimum usable area of 30m2 (if single households, it is possible to build a house with a usable area of less than 30m2 but not less than 24m2), with a life of 10 years or more.
In case the house has to repair the frame, wall and replace the roof, after repair, it must ensure the standards of 2 hardness (hard walls, hard roofs), with a lifespan of 10 years or more, but does not require meeting the standards on the area of use prescribed in Point a of this Clause".
The support for housing for people with revolutionary contributions and relatives of martyrs according to Decision 21/2024/QD-TTg dated January 22, 2024 of the Prime Minister, the whole country has basically completed the support in accordance with the direction of the Prime Minister before July 27, 2025 (34,754 households have been supported).
On August 26, 2025, at the Conference summarizing the Program and emulation movement of the whole country joining hands to eliminate temporary and dilapidated houses in 2025 (including housing support policies for people with revolutionary contributions and relatives of martyrs according to Decision 21/2024/QD-TTg), the Prime Minister - Head of the Central Steering Committee directed: Determining the care and support for housing for people with meritorious services, poor households, near-poor households, for people living in areas frequently affected by natural disasters and climate change is a regular, continuous, and long-term task; attaching the responsibility of local Party committees and authorities in mobilizing, managing, and using resources to implement vocational training support policies, resolving livelihoods, employment, health, housing... first of all, for households that are supported and temporarily eliminated.
The Ministry of Construction requests the People's Committee of Da Nang City to consider and resolve according to its authority the housing support for cases as proposed by voters of Da Nang City.
