Route change but people don't know
Mr. Tran Thanh Doan (born in 1956, residing in Xuan Tu 1 village, Van Hung commune, Van Ninh district) has more than 2,000 square meters of land recovered by the state to implement the Coastal Road Project from Van Luong commune, Van Ninh district to Ninh Hoa town.

In mid-2024, the Van Phong Economic Zone Management Board and the locality held a meeting to agree on the content of marking the route.
The initial plan for local locations was to adjust the route to the East to avoid affecting people and reduce land clearance costs. The East direction has few houses, mainly aquaculture land.
Around July 2024, people encountered some strangers who arbitrarily changed the location of the border post. Instead of the border post being outside the pond, the border post was now facing many houses.
The change of the new milestone did not take into account and has not received the consensus of some people.
According to Mr. Tran Thanh Doan, people support the Party and State's policy in implementing the project. However, the implementation must be in accordance with regulations, limiting the impact on people's lives.
The wish of the people in Xuan Tu 1 village is that the investor should keep the original road milestone - towards the aquaculture pond.
There are mistakes and errors so re-mark them.
In September 2024, Mr. Vuong Xuan Phuong - Deputy Head of Van Phong Economic Zone Management Board responded to the people's petition in writing.
Mr. Vuong Xuan Phuong explained that after Khanh Hoa Provincial People's Committee accepted the project's route and site clearance boundary plan, the consulting unit proceeded to set up site clearance boundary markers.
However, when marking Area K18 in Xuan Tu 1 village, there was a mistake, so the consulting unit re-marked according to the approved design documents.
"Thereby, the Management Board of Van Phong Economic Zone has also promptly directed, corrected and seriously drawn comprehensive lessons from the unnecessary mistakes and misunderstandings as reported in the petition" - quoted from the response signed by Mr. Vuong Xuan Phuong.
At the regular press conference in October 2024, Mr. Le Hong Phuong - Deputy Head of Van Phong Economic Zone Management Board said that during the project implementation process, the investor must carry out 2 steps: pre-feasibility and feasibility. For the pre-feasibility step, when compared with the planning of Van Phong Economic Zone, some locations will adjust the benchmark to ensure technicality.
“To speed up the progress, we transferred the information about the feasible route to Van Ninh district for preliminary marking. Therefore, afterwards, people also had questions…” - Mr. Le Hong Phuong said.
During the consultation process, the people gave feedback and the investor accepted it. Specifically, according to the feasible front line of the project, it will affect 41 households. After that, the investor and the locality reviewed and adjusted it to present the feasible step. This received consensus from the people but there were also some disagreements.
Mr. Le Hong Phuong stated that the land recovery will be carried out by the investor in accordance with regulations on recovery, resettlement arrangement, and ensuring people's rights.
Currently, the Management Board of Van Phong Economic Zone has reported to the Ministry of Construction on the basic design of this project. It is expected that in the fourth quarter of 2024, the investor will organize a bidding to implement the project.
