The project to invest in the construction of the road connecting National Highway 5 with National Highway 10 section passing through Kien An area (Kien An ward, Phu Lien and Kien Thuy commune) was started on May 14, 2026. The scale of the project to build a new road connecting National Highway 5 - National Highway 10 section from Bui Vien road to Hanoi - Hai Phong expressway is about 7.46 km long, roadbed width 43.5:50.5m, each direction 3 car lanes and 1 side road strip; road surface width 22.5 m... The project also builds 1 bridge over the Da Do River made of prestressed reinforced concrete, with a length of about 129.2 m, a width of 40.5 m; intersections on the route and many other items.
The total investment of the project is 5,273.435 billion VND from the city budget, implemented until 2029.
The site clearance for the National Highway 5 - National Highway 10 connecting road project in Phu Lien ward is being focused on being implemented for both agricultural land, residential land and tomb land within the project area. For the agricultural land area of 21.5 ha, up to now the ward has cleared the site and handed over to the investor 16.7 ha. Out of a total of 588 households using land in the area of recovery, 542 households have been approved for compensation and support plans with a total budget of over 152.2 billion VND. Units have paid to 509 households with the amount of 144.6 billion VND. Currently, there are still 33 households that have not received compensation with the amount of about 7.6 billion VND. For 46 households that have not been approved for compensation and support plans, functional units are continuing to review and complete dossiers.
For the residential land area of 2.1 ha with a total of 211 households, to date, the ward has publicly disclosed 173 draft compensation and support plans with a total budget of 272.8 billion VND. Among these, the Ward People's Committee has approved plans for 23 households with an amount of 41.6 billion VND; made payments to 7 households with an amount of 16.8 billion VND. Currently, there are still 16 households that have been approved for compensation and support plans but have not received compensation money. In addition, there are still 66 households proposing compensation land prices and resettlement policies; 78 households belonging to the 3rd public disclosure phase are continuing to receive and resolve opinions related to land prices, architectural structures and other contents.
Regarding the tomb land area, according to statistics within the project scope, there are 537 graves. To date, functional agencies have developed a draft compensation and support plan for 126 households with 486 graves. Among them, 27 households agreed with the plan, 99 households still have different opinions. Currently, there are still 13 households with 28 graves that have not developed a draft plan and 23 graves whose relatives have not been identified.
Speaking at the conclusion of the conference, Ms. Bui Thi Tuyet Mai - Secretary of the Party Committee, Chairwoman of Phu Lien Ward People's Council requested socio-political organizations, departments, boards, and units to continue to closely follow the direction of the Ward Party Committee, accelerate the progress of site clearance associated with disbursement of public investment capital. Units closely coordinate to focus on removing difficulties and obstacles arising, ensuring the overall progress of the project. The implementation process must ensure maximum legitimate rights of people according to regulations, and at the same time review and strictly inspect, not allowing the situation of taking advantage of policies to occur.
Units promote information and propaganda on project implementation progress, project site clearance work; mobilize households to comply with policies and guidelines on land acquisition and site clearance. The Public Administration Service Center deploys a mobile public administration model to support people in completing related procedures. The Ward Police Party Committee directs the Police force to proactively grasp the situation and deploy professional measures to serve site clearance work.
For cases that have been propagated and mobilized many times, have been fully applied regimes and policies according to regulations but still do not comply, functional agencies need to complete dossiers and procedures to organize coercion according to the provisions of law.
