Newly married and working in Hanoi, Mr. Vu Manh Giang (from Ha Nam) is currently looking to rent a small mini apartment with a total area of approximately 30 m2 on Tran Thai Tong Street, Cau Giay District.
Through the process of searching for a rental house, Mr. Giang stated that in recent years, the prices of apartments in Hanoi have continuously increased, making it increasingly difficult for workers to achieve their dream of owning a house.
Therefore, in order to settle down, in the short term, choosing to rent a small apartment with a price of around 4 million VND per month, near the market, near the commercial center is very reasonable for those with limited budgets.
According to the investigation by the PV, the rental price of mini apartments in Hanoi is around 3-5 million VND per month.
In the past, mini apartments were not recognized, but it is a welcome development that the current Law on Housing has recognized this type of housing, clearly stipulating regulations on construction, fire prevention and fighting, and management and operation.
Regarding mini apartments, the Ministry of Construction has just issued Circular 05/2024/TT-BXD to guide the Law on Housing, including regulations on the construction of multi-story, multi-unit houses by individuals (commonly known as mini apartments).
According to this, individuals investing in the construction of houses with 2 floors or more and a total of less than 20 units, where each floor has a design and construction of units for rent, must meet specific requirements:
Must have a construction permit accompanied by a design file, in which the total number of units, the number of units at each floor, the construction area of each unit, the parking area, the usable area of each floor, and the entire house must be clearly stated.
In cases where a construction permit is exempt, the individual must submit a written notice to the People's Committee of the commune, ward, or township where the house is being built before construction begins;
In the written notice, the following information must be clearly stated: the number of floors being built, the number of units being built at each floor, the construction area of each unit, the total number of units in the house, the parking area, the usable area of each floor, and the entire house.
The individual must build the house in accordance with the construction permit or the written notice submitted to the People's Committee of the commune, ward, or township where the house is located.
In addition, they must meet the requirements for fire prevention and fighting in accordance with the law on fire prevention and fighting, the requirements for fire safety in accordance with the national standard for single-family houses, and the requirements for road access for firefighting vehicles to perform their duties and other requirements (if any) as specified by the People's Committee of the province.
The regulations also clearly state that the management and operation of multi-story, multi-unit houses are implemented in accordance with the Regulations on the Management and Use of Apartment Buildings issued by the Minister of Construction.
Regarding this issue, Mr. Nguyen The Diep, Vice Chairman of the Hanoi Real Estate Association, stated that in large cities like Hanoi and Ho Chi Minh City, the demand for mini apartments is very practical. This type of housing is popular among the general public.
Mr. Diep said that in the past, the law did not recognize mini apartments. However, due to high demand, mini apartments have developed strongly over the years. Preliminary statistics in Hanoi show that there are over 2,000 mini apartments.
