On November 29, Lao Dong Newspaper - Representative Office in the Central region coordinated with the Da Nang City Land Fund Development Center to organize a seminar on "Effective management and exploitation of public land funds - New Da Nang development driving force". The seminar aimed to discuss and discuss very practical issues in the management, exploitation and use of public land funds after the merger of Da Nang - Quang Nam.
Not only stopping at reviewing the current situation, the event also seeks models and solutions for sustainable land exploitation, ensuring the harmony of interests between the State - businesses - people, while proposing mechanisms and policies to make land information transparent, contributing to building a healthy and sustainable real estate market.
The series of presentations and presentations at the seminar was designed in the direction of "catching the right track" of the hottest issues related to public land funds. From the current status and potential of Da Nang land fund after the merger, the management mechanism, auction, public land lease, to the connection between land price - clean land fund - investment capital flow... all are placed in the context of the requirement to develop a multi-center, green, smart, and livable urban area.
At the seminar, the leaders of the Da Nang City Land Fund Development Center will present an overall picture of the current status of land funds after the merger, according to each functional area: Central urban area, suburban areas, industrial parks, tourism - services, on the basis of adjustments to boundaries and urban spatial planning until 2045. Scientists from Hue University of Agriculture and Forestry brought an overview of the mechanism for management, auction, public land lease, experience in publicizing land data, digitizing planning to create confidence for investors and reduce complaints.
From social housing to repositioning urban centers
One of the important highlights of the seminar was the presentation "Exploiting land funds associated with developing social housing, workers' housing and urban security" presented by the leader of the Department of Construction of Da Nang City.
According to the orientation shared by the Department of Construction, the city has reviewed and selected 42 land plots with a total area of about 109.3 hectares to develop social housing, striving to complete 28,955 social housing apartments in the 2025-2030 period according to the Government's assigned targets. Along with that are solutions to review and optimize 20% of land fund in urban and industrial park projects; mechanisms for exchanging land funds to locations more suitable for infrastructure; auctioning 20% of land fund to create investment resources for concentrated social housing projects.
In particular, the speech "Repositioning the center of Da Nang - transparency in planning and effectively exploiting public land funds" by Architect Vu Quang Hung - Member of the Standing Committee of the Vietnam Association of Architects suggested a long-term vision for the use of public land funds in the central area.
From the data of 392 large public land plots with more than 3.4 million square meters that have not been exploited, along with thousands of plots of resettlement land, interspersed land, and relocated headquarters, Mr. Hung raised the issue: If we only consider public land as a financial tool for sale, the city will lose the opportunity to create a green, open, and identity-based urban center.
