Ho Chi Minh City People's Committee has just issued a plan to implement compensation, support, and resettlement work to serve the Binh Quoi - Thanh Da New Urban Area project.
The plan includes 20 steps with the requirement to strive to basically complete compensation, support, resettlement and handover of land to implement the project before October 31, 2026.
The project is expected to recover land from about 4,866 households in Binh Quoi ward.
Currently, Binh Quoi Ward People's Committee has completed sending land acquisition notices to households, and is organizing investigation, survey, measurement and inventory of the current status.
The confirmation of the origin, legal status of houses, land and assets attached to land to determine the conditions for compensation will be completed before June 20.

The next important milestones include: Completing the draft compensation, support, and resettlement plan before July 5th; publicizing the compensation plan before July 15th; collecting people's opinions before July 25th; approving the compensation plan before August 27th; implementing compensation, support and resettlement arrangements before September 30th; issuing land acquisition decisions before October 5th.
For cases where there is no consensus or land has not been handed over, local authorities will continue to mobilize and persuade to create consensus and complete it before October 15.
The Ho Chi Minh City People's Committee assigned the Binh Quoi Ward People's Committee to be responsible for confirming the origin and land use status of each case within the project scope; coordinate in handling backlog legal dossiers related to land use rights before preparing a compensation plan.
At the same time, the locality must strengthen propaganda and mobilize people to comply with the policy of land recovery; receive and resolve complaints and petitions arising during the project implementation process.

The Binh Quoi - Thanh Da New Urban Area project was approved for investment policy and investor approval by the Ho Chi Minh City People's Committee in February 2026.
The project has a total area of about 423 hectares, of which about 405 hectares are invested in construction; the remaining area is for landscape embellishment and ecological space conservation, without land acquisition.
According to the plan, this area will be developed into a modern, synchronous urban area with full functions of housing, commerce - services, health, education, culture, sports, tourism, hotels and offices.
The highlight of the project is a system of green parks, theme parks, marinas and riverside ecological spaces, aiming to form a large-scale ecological urban area at the northeastern gateway of Ho Chi Minh City.
Binh Quoi - Thanh Da urban area has a projected population size of about 54,000 people, providing about 25,526 houses including apartments, townhouses, villas, social housing and resettlement housing. In which, the land fund for social housing development accounts for about 20% of the total residential land area according to regulations.
The total investment capital of the project is nearly 99,000 billion VND (equivalent to more than 3.74 billion USD).
