On December 2, information from Lam Dong Provincial Inspectorate said that the unit had publicly announced the conclusion of the thematic inspection of the Hon Rom Golf Course Project in Mui Ne Ward.
The project is invested by S.I Development Company Limited, granted an investment certificate since 2007 with a scale of nearly 197 hectares, with a total capital of more than 548 billion VND.
According to the conclusion, by the time of inspection, the project had been behind schedule for more than 13 years. The company did not carry out the investment certificate adjustment procedures when the 138ha area (pre-termly allocated) was recovered to be handed over to another unit for mineral exploitation.

Regarding land, the inspectorate pointed out that the Department of Natural Resources and Environment (formerly) advised the People's Committee of Binh Thuan province (before the merger) to lease 322,210m2 of land that did not meet land use needs.
The permission to change the purpose of 25,828.5m2 from production and business land to urban residential land was also determined to be not in accordance with the planning. After that, the project returned to its original purpose in 2022.
Regarding construction, S.I Development Company Limited constructed many items without a license. The People's Committee of Mui Ne Ward was held responsible for allowing illegal construction and not checking for a long time.
The enterprise still owes 17.5 billion VND in land rent, not meeting its obligations under the law.

To remove difficulties and obstacles, create conditions for S.I Development Joint Stock Company and attract investment, the Provincial Inspectorate recommended that the Provincial People's Committee consider and propose to the Central Government to allow businesses to continue implementing the project in accordance with legal procedures and order.
If approved, the Department of Finance must guide investors to adjust the project; review and evaluate the feasibility of the project and the investor's resources.
The Department of Agriculture and Environment comprehensively re-evaluates the land use needs of the project. Lam Dong Provincial Tax Department urges companies to pay VND 17.5 billion in land rent,
At the same time, departments and People's Committees of Mui Ne Ward must review responsibilities for each violation. Investors are required to quickly fulfill financial obligations, make legal adjustments and ensure progress when continuing implementation.
