More than 10 years of not completing 876m of road
The Chu Van An road project in the center of Quang Ngai province - the section from Hai Ba Trung - Ngo Si Lien road is 876m long, but after 10 years of construction, only 150m has been completed. The remaining section is stuck in compensation and support for agricultural land, so it is impossible to carry out construction, causing the road to always be in a state of dusty sunshine and mud.
The project started in 2012, when the People's Committee of Quang Ngai province had an investment policy for the Chu Van An road project (connecting Hai Ba Trung - Hung Vuong road) and Nam Hai Ba Trung residential area with a total investment of about 320 billion VND. The project was initially assigned to the People's Committee of Quang Ngai City (old) as the investor. In 2015, the People's Committee of Quang Ngai province transferred both the road and residential areas to QISC Company as the investor.
The project officially started in 2016, the 876m road began construction, but in 2020, the People's Committee of Quang Ngai province handed over the project to the old Quang Ngai city as the investor. Despite the investor transfer, the fate of the project is still tense because the investor and related authorities have not completely resolved the problems. Dozens of households in the project planning area that is subject to resettlement relocation do not know where to go, their houses are seriously degraded.
Ms. Le Thi Hong Tho, resident of Group 2, Nghia Lo Ward, said that the project has been in place for 10 years but only a short section has been completed. Due to the project being suspended, people's houses have seriously degraded but cannot be repaired. I hope the State will continue to implement the project so that people can escape the scene of living in dilapidated houses.
According to the conclusion of the Quang Ngai Provincial Inspectorate in 2023, QISC Company, the investor from 2015 to 2020, did not have the capacity to manage the project; did not have expertise in the work of developing compensation and resettlement plans to implement the project, leading to many violations.
QISC Company, the Provincial Land Fund Development Center, the Management Board of Investment, Construction and Land Fund Development of Quang Ngai City (old) lacked coordination and were not determined in project implementation, leading to the project not being completed.
Mr. Le Lien - resident of group 2, Nghia Lo ward - said indignantly: "My house is seriously degraded due to the Chu Van An road suspension project. Every time it rains, it leaks and has no place to sleep. However, the worse problem is that the children are old but do not transfer land use rights or separate plots to build houses for their children".

Wasted 60 hectares of prime land for 17 years
Similarly, located in a prime location in the center of Quang Ngai province, the Vina Universal Paradise project in Truong Quang Trong ward, about 60 hectares wide, was licensed in 2008 with a total capital of about 1,200 billion VND, and is still on paper.
The project has been suspended for many years, causing land waste. In 2014, the investor requested an extension of the progress and was granted an adjustment to the investment certificate, the implementation period is from 2014 to 2018. However, the company still cannot implement the project because the scale of the project is too large, it takes a long time to develop a compensation and site clearance plan.
The project has been stuck in place, causing 160 households in Truong Quang Trong ward to live in wait for 17 years because the project is suspended. According to the reporter's records, the project campus is overgrown with grass and shabby. Seeing the vacant land abandoned, some people secretly dump waste, dump dead animals, and give off a foul smell.
In September 2025, the Chairman of the People's Committee of Quang Ngai province decided to establish a Steering Committee to review and remove difficulties for real estate projects and outstanding housing projects. According to Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province, the Steering Committee will study the legal situation in accordance with the correct viewpoints and principles to apply mechanisms to remove difficulties for projects. There will be reports and specific solutions proposed every month. In case the projects do not have enough legal basis, the projects will certainly have to be revoked according to regulations.
