The Ministry of Justice has just announced the dossier for appraisal of the draft Resolution of the Government on a number of special mechanisms to handle difficulties and problems due to legal regulations and breakthrough regulatory targets for social housing development.
In the draft Resolution, the results of the implementation of the 1 million social housing apartments project are stated:
To date, the whole country is implementing 648,254 social housing units, of which: 127,548 units have been completed; 167,575 units have been started and are being implemented; 353,131 units have been approved for investment.
Thus, the number of social housing completed, started, and approved for investment policy by 2025 will reach 61% compared to the target set in the Project (invested in construction of about 1,062,200 units).
According to the implementation results in the first 10 months of 2025 alone: 61,893/100,275 units have been completed (reaching 62%). It is expected that by the end of 2025, an additional 29,692 units will be completed (total of 91,585/100,275 units, reaching 91%).
Regarding the arrangement of land funds for social housing development: Synthesizing reports from localities, the whole country has planned about 1,427 locations with a scale of 9,830.26 hectares of land for social housing.
Accordingly, most localities have reserved enough land to develop social housing. Many localities have paid attention to and reserved social housing land in favorable locations, near urban centers and industrial parks, to ensure technical infrastructure and social infrastructure such as: Dong Nai (1.231), Ho Chi Minh City (743ha), Tay Ninh (563ha), Ha Tinh (475ha), Hue City (441ha)...
According to the Ministry of Construction - the drafting agency, the development of the Resolution aims to speed up progress and shorten the investment time for the construction of social housing projects.
Create a complete, synchronous, unified legal framework, remove difficulties and obstacles in the construction and development of social housing, meeting current requirements for rapid development. Create more incentive mechanisms to attract businesses to participate in investing in building social housing.
Promoting the development of social housing will have a dual impact: helping low-income people have the opportunity to access suitable housing, associated with the completion of the project implementation target: "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", while balancing supply - demand, adjusting the structure of real estate goods, thereby reducing the cost of the commercial housing segment, helping the real estate market develop more stably and healthily.
The Resolution aims to create a strong breakthrough in the supply of social housing in 2026 and 2027.
