Nearly 1 month of setting up the facility, civil servants of the Ministry of Natural Resources and Environment have difficulty in land procedures for many communes and wards

According to Decision No. 3161/QD-BNNMT dated August 11, 2025, 34 civil servants under the Department of Land Management have been assigned to work in 34 provinces and cities for a period of three months, starting from August 15, 2025. The civil servants will directly guide and support local cadres and civil servants in performing land management tasks that have been decentralized and delegated.

As soon as she was assigned and sent to Da Nang, Ms. Nguyen Thi Ha Phuong - Deputy Head of the Planning and Land Allocation Department (Department of Land Management) immediately took action, contributing to removing the land "bottleneck" for Da Nang city in the process of operating the 2-level local government model.

After nearly 1 month of receiving the task, the journey of the female civil servant of the Ministry is the coordination between professional exchanges at the consulting units of the Department of Agriculture and Environment and actual working days in communes and wards in the southern area of Da Nang city, removing difficulties for local authorities when implementing administrative procedures for people.

Travel more, listen more, understand more problems

The implementation of the duties of the Ministry's civil servants is supported and closely coordinated by the city's Department of Agriculture and Environment. With diverse working methods, flexibly coordinate approaches such as: exchanging and meeting with professional staff of departments under the Department; training and disseminating policies widely (in direct and online forms) for each field of state management of land; coordinate to guide the resolution of common problems in commune clusters; work directly with commune-level authorities to record and remove specific difficulties; survey the operation of public service units in the land sector (especially for units providing public services on land).

The Ministry's civil servants have worked with the leaders of the Department and specialized units to directly remove obstacles for 33 communes in the southern area of Da Nang city - which have similar characteristics in terms of natural conditions, economy - society, land history and even the problems in the records. Thereby, answering and unifying the viewpoints and methods of implementation and implementation for general problems that are often encountered in accordance with the provisions of law and specific local policies. Avoid having to repeat instructions on content in many areas.

During the working process, the Deputy Head of the Department of Planning and Land Allocation stated that most of the problems encountered by the commune-level government were related to the recognition of land use rights, especially the complicated and long-standing records at the district level that were handed over to the commune level.

In addition to directly solving the problem in the commune, the Department of Agriculture and Environment also proactively organizes many specialized training sessions. Most recently, all 93 communes of Da Nang attended a training session with a focus on land prices - a difficult technical field and still relatively unfamiliar to the commune-level professional department.

With the method of coordinating many forms of approach to resolve problems, commune-level authorities have the opportunity to acquis knowledge and professional skills to practice directly and continue to detect difficulties to promptly resolve and guide in the next exchange opportunities.

Going to practice is also an opportunity to improve policies

The 9X female cadre has a principle: "The most remote and disadvantaged commune should take the lead. Communes near the center can take advantage of the time to support". According to the upcoming plan, she will move to the mountainous communes in the west of the city - where natural conditions, traffic and land issues are all special. Although it is difficult, for her, this is a precious opportunity to interact with vivid reality, better understanding the real difficulties of each locality - something that books cannot teach.

After more than a month of working in Da Nang, the most worrying thing for the Ministry's civil servants is not the huge workload, but the fact that the team of agricultural and environmental staff at the grassroots level is still too thin. Meanwhile, the complicated records have transitioned over many years, causing a lot of pressure for newly sent officials to the area.

Thanks to these practical trips, the Ministry's civil servants have more practical bases to propose the development and completion of legal policies that are more suitable for life. For her, contributing small things to the process of removing obstacles and supporting localities is a way to spread the Party's major policy on a two-level management model and sustainable development.
