According to the investigation of Lao Dong Newspaper, currently, the transaction price of a plot of land with an area of about 100 - 120m2 in Hoa Lu city has increased from several hundred million VND to billions of VND depending on the location compared to the time before the Lunar New Year 2025.
If at this time in 2024, the number of real estate transactions in Ninh Binh city (now Hoa Lu city) fell into a state of stagnation, then now suddenly became vibrant. The value of transactions and land use rights transfers has increased every day, especially in areas with beautiful terrain, convenient transportation, near bustling residential areas, and many social utilities.
Explaining this reason, Mr. Nguyen Van Dung - Director of Loc Phat Real Estate Office (in Ninh Phong Ward, Hoa Lu City) said that there is currently a wave of real estate transactions, the value of land use rights transfer has increased "dizzily". This is partly due to actual needs, especially since Ninh Binh city and Hoa Lu district were merged into Hoa Lu city. However, most of the current real estate transactions are between investors.
According to Mr. Dung, real estate transactions are currently most active in communes that have just been upgraded to wards after the merger of Hoa Lu district and Ninh Binh city to establish Hoa Lu city such as: Dong Y I area (Ninh My ward), Bac Phong area, Phong Son area (Nam Binh ward), the western area of Ninh Binh Province Obstetrics and Pediatrics Hospital... real estate prices in these areas have increased day by day.
"In Phong Son area, a plot of residential land with an area of 100 - 120m2 is priced from 3.5 billion VND to 5 billion VND depending on the location. Compared to before the Lunar New Year 2025, the value of each plot of land here has increased from 600 million to 1.2 billion VND" - Mr. Dung shared.
According to Mr. Nguyen Van Phuc - Deputy Head of the Hoa Lu City Tax Department, in February 2025, the Department received and processed 339 land use right transfer applications in the city, an increase of 167% over the same period in 2024, and collected nearly 2 billion VND in real estate registration fees in February 2025, an increase of 239% over the same period in 2024. Personal income tax revenue from land use rights transfer activities in the area in February 2025 reached nearly 8 billion VND, an increase of 239% over the same period in 2024.
In order to improve the effectiveness of house and real estate market management in the area, on February 20, 2025, the People's Committee of Ninh Binh province issued a document directing relevant units to strengthen monitoring and grasping the situation of the real estate market.
