On December 6, the Land Fund Development Center is coordinating with 10 communes and wards to speed up the implementation of the component project of site clearance for Ho Chi Minh City Ring Road 4, the section passing through the old Binh Duong area. This is one of the important transport infrastructure projects connecting Ho Chi Minh City with neighboring provinces. The project has been under construction since June 2025.
The project's site clearance is 27.83 km long and has some intersection locations. The area of recovered land is 250.46 ha. The project affects 1,598 households, individuals and organizations. It is expected that 300 cases will be resettled.
The project passes through the wards of Tay Nam, Long Nguyen, Thoi Hoa, Hoa Loi, Binh Duong, Vinh Tan, Binh Co, Tan Uyen and Bac Tan Uyen commune, Thuong Tan commune.
Currently, the units have issued a notice of land recovery to 100% of affected cases and completed the survey work. The work of appraising drawings has reached about 85% of the affected cases. About 1,500 cases were counted, reaching over 95%.
Localities have also completed the determination and approval of specific land prices.
Regarding disbursement, according to the Ho Chi Minh City People's Committee, the capital plan for allocating compensation and site clearance for the project in 2025 is 7,307 billion VND. By the end of November 2025, over 410 cases with compensation of over VND 2,400 billion had been approved and disbursed. The site has been handed over about 33 hectares.
Currently, the Land Fund Development Center is coordinating with localities where the project passes through to encourage people to agree to hand over the site. Thereby, speeding up the progress of compensation disbursement, receiving the handover of the site so that the construction unit has clean land to carry out the project.
The Ho Chi Minh City Ring Road 4 project has a total length of more than 200 km. The project has a total investment of more than 120,412 billion VND in phase 1. The project is invested to facilitate regional connectivity and improve the efficiency of exploitation of expressways, national highways, etc., connecting traffic between Long Thanh International Port and provinces and cities in the key economic region of the South.

The section passing through the old Binh Duong area is 47.9 km long, the first section of the project is from Thu Bien bridge, Dong Nai river to Saigon river. This project section is implemented under the form of Construction - Business - Transfer (BOT), with a total investment of VND 11,743 billion. The investment scale of phase 1 includes 4 lanes and a continuous emergency lane, designed speed of 100km/h. The investor implementing the project is a joint venture of Becamex Group and Deo Ca Group Joint Stock Company.
