On March 17, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong signed an official dispatch on assigning the task of rearranging and handling houses and land in the city according to the provisions of Decree No. 03/2025/ND-CP.
Accordingly, to speed up the progress of rearranging and handling houses and land to soon put houses and land into effective use, avoid loss and waste and to continue implementing the work of rearranging and handling houses and land under the authority and responsibility of the city, the City People's Committee assigns the tasks to agencies, organizations and units to carry out the rearrangement and handling of houses and land as follows:
- For housing and land facilities of agencies, organizations, units under, directly under departments, branches, sectors, organizations, and units under the city (level I estimate units under the city), including houses and land in other provinces and cities:
Agencies, organizations and units prepare a report to declare and propose a plan to rearrange and handle houses and land according to Form No. 01a in the Appendix of Decree No. 03/2025/ND-CP.
Departments, branches, sectors, organizations, and units under the city (level I budgeting units under the city) consider the suitability of the declaration report and propose a plan to rearrange and handle houses and land; review and compare legal documents and information in the declaration report to ensure completeness and accuracy; prepare a synthesis report to propose a plan to rearrange and handle houses and land according to Form No. 01b in the Appendix of Decree No. 03/2025/ND-CP.
Based on the report on declaration, proposal, and synthesis of plans for rearrangement and handling of houses and land of departments, branches, sectors, organizations, and units under the city, the Department of Finance shall preside over and coordinate with relevant agencies and units to inspect the current status of houses and land and draw up a Minutes to inspect the current status according to regulations.
Based on the assigned functions and tasks, relevant agencies and units should advise and report to the City People's Committee (through the General Department of Finance) on the expected form of rearrangement and handling of each housing and land facility (clearly state the agreed/disagreed viewpoint; in case of disagreement, it is recommended to state the reason) and specific contents.
The deadline for relevant agencies and units to send a document to the Department of Finance for synthesis is up to 10 days from the date of receipt of the Document from the Department of Finance. In case the plan to rearrange and handle houses and land has many houses and land (from 10 houses and land or more), the deadline for submitting documents can be longer but up to a maximum of 20 days.
- For housing and land facilities of agencies, organizations, and units under districts, towns, including houses and land in other provinces and cities:
Agencies, organizations, and units under districts, towns and cities are responsible for preparing a report to declare and propose a plan to rearrange, handle houses and land, and send it to the People's Committees of districts, towns and cities.
Based on the declaration report, proposing a plan to rearrange and handle houses and land of agencies, organizations of units, People's Committees of districts, towns and cities to: Organize inspections and make a record of inspection of the current status of houses and land; prepare and adjust a plan to rearrange and handle houses and land (with records and documents) to the Department of Finance.
In case the form of approval is to transfer to local management and handling, the plan supplements the proposed content of assigning the task of receiving housing and land facilities to agencies under districts, communes, etc.
- For housing and land facilities of the Ministry, central agencies, and other localities in the city:
Assign the Department of Finance, the Department of Agriculture and Environment, the Department of Construction, the Department of Planning and Architecture, the People's Committees of districts, towns (where there are houses and land), and other relevant agencies and units (according to the invitation of the Department of Finance) to coordinate with the agency in charge of inspecting the current status of houses and land of the Ministry, other central and local agencies during the process of inspecting the current status of houses and land.
