The latest report from the Hanoi Department of Construction shows that the city is expected to have 19 projects completed in the 2021-2025 period, reaching about 78.3% of the target in the development plan. Currently, Hanoi is considering approving the investment policy of 2 projects in Tien Duong commune, Dong Anh with a scale of 80 hectares. The city strives to start construction in the first quarter of this year.
The city also reviewed and added about 15 new land plots to invest in building social housing projects, about 2,000 apartments per plot. Of which, 2-3 plots will be arranged to build workers' housing near industrial parks.
Previously, in December 2025, a social housing project with more than 460 apartments in Uy No commune, Dong Anh district was started and is expected to be completed in October 2026. This project is built on a land area of more than 15,280 m2, with 4 blocks of 9-storey buildings. After completion, the building will provide 466 apartments for low-income people and officers and soldiers of the armed forces in Hanoi.
Also in December 2024, another social housing project in the Ha Dinh new urban area of the consortium of UDIC, Haweicco and DAC Hanoi Housing Development Company was also implemented. This project is located in Tan Trieu commune, Thanh Tri district. According to the plan, this social housing area will have 440 apartments in a 25-storey building. The project is expected to be constructed in 30 months.
At the end of November 2024, CT1 apartment building with nearly 600 apartments in the social housing area in Thuong Thanh ward, Long Bien district was granted a construction permit. The project is invested by a joint venture of Him Lam Thu Do and BIC Vietnam, located on a land area of over 5,100 m2.
These are positive signals for the low-cost housing market in Hanoi after a long period of time without any new social housing projects being implemented in the capital. The last time Hanoi had a social housing project started was last December in Me Linh district.
Mr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association, the Housing Law (amended) has been passed by the National Assembly, playing an important role in promoting the supply of social housing. The new points in these laws contribute to solving the difficulties that the market has faced in recent times, including "bottlenecks" in social housing.
In particular, the new Housing Law stipulates that enterprises oriented towards developing social housing will receive many incentives with more open mechanisms. 20% of the land fund for social housing development will be under the planning responsibility of each locality, based on which localities will have housing development policies and arrange truly suitable land funds.
According to the assessment of the Vietnam Real Estate Brokers Association, from the end of 2023, apartment prices in Hanoi will increase sharply not only in new projects but also in used projects.
Therefore, one of the ways to improve the selling price of apartments is to improve the market supply. In which, the development of social housing with low prices will help reduce the average selling price of apartments.
Mr. Nguyen Van Dinh predicts that when the supply of social housing increases, apartment prices will decrease to a level more suitable for people with real housing needs.
