On November 24, the Standing Committee of the Hanoi People's Council held an information conference for the regular meeting at the end of 2025.
At the conference, Head of the Economic - Budget Committee of the Hanoi People's Council Ho Van Nga answered questions from the press about the city preparing to issue a new land price list.
Ms. Nga said that the content of this land price list will be recommended by the City People's Council to be implemented from January 1, 2026. The City People's Committee has assigned specialized agencies to implement the construction of land price lists.
The city has also hired a consulting unit to consider choosing valuation methods in accordance with the provisions of the law on land.
In addition, the content of the draft regulation on land price list has been publicly posted by specialized agencies to collect public opinions.
According to the draft submission, the new land price list in Hanoi is divided into 17 areas, applying to three types of land: Residential land, commercial service land and agricultural land. According to Ms. Nga, most of them remain unchanged from the current land price list.
"Real land has increased by more than 20% in some places, but only in very few areas, most of which have only increased by 2-3% compared to the current land price. Commercial and service land in some areas increased by 7-8%. The basic agricultural land price remains the same" - Ms. Nga said.
Regarding the valuation method, the Head of the Economic - Budget Committee of the Hanoi People's Council said that the consulting unit had chosen one of three methods according to the law, and at the same time compared and analyzed the impact, excluding unusual fluctuations to ensure consistency, including price inflation factors.
"In general, this adjustment is not too sudden. Agricultural land for production and land acquisition projects have not increased much. Only some routes have been invested in expansion, transaction prices have increased according to data from the Land Registration Office and notary offices, so it must be adjusted to approach market prices according to the law" - Ms. Nga said.
Ms. Nga also said that this afternoon (November 24), the Economic - Budget Committee will hold a meeting to officially review this content.
"The Committee will request specialized agencies to continue to explain and supplement according to the comments of the people and the criticism of the Vietnam Fatherland Front to ensure that the land price list is both legal and does not have a negative impact on socio-economic development and people's lives" - Head of the Economic - Budget Committee of the Hanoi People's Council emphasized.
According to the draft submission, the new land price list in Hanoi is divided into 17 areas. Specifically:
- Area 1 includes 9 central wards: Tay Ho, Ngoc Ha, Ba Dinh, Giang Vo, O Cho Dua, Hoan Kiem, Van Mieu - Quoc Tu Giam, Cua Nam and Hai Ba Trung - with 424 streets and streets assessed.
In area 1, the highest proposed land price is over 700 million VND/m2, applied to plots adjacent to the frontage on 8 expensive streets: Ba Trieu (Hang Khay - Tran Hung Dao section), Dinh Tien Hoang, Hai Ba Trung (Le Thanh Tong - Quan Su section), Hang Dao, Hang Khay, Hang Ngang, Le Thai To, Ly Thuong Kiet, Nha Tho and Tran Hung Dao (Tran Thanh Tong - Le Duan section).
The average land price in the 9 central wards of the capital according to the new price list is 255.3 million VND/m2.
- Area 2 includes Hong Ha, Vinh Tuy, Bach Mai, Kim Lien, Dong Da, Lang wards with 111 streets, the highest price recorded on Lang Ha street (from Thai Ha street to Lang street) with nearly 320 million VND/m2.
The lowest price in this area is on Linh Nam Street (Tam Trinh - Tan Khai section) and Tan Khai Street, about 70 million VND/m2.
Notably, the proposed price list applied from 2026 shows a strong increase in suburban communes. Specifically, in area 9, including 7 communes of Lien Minh, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Dong Son and An Khanh, the proposed land price is increased the highest by 26%.
In this group, the highest price is on National Highway 32, from the border of Xuan Phuong ward to the intersection of Kim Chung - Di Trach urban area (64.7 million VND/m2). The average land price in position 1 in area 9 is 30.4 million VND/m2, while the current price list is only about 26.8 million VND/m2.
