According to the decision, the Hoa Lac urban zoning plan (HL6), scale 1/2000, belongs to the communes: Thach Hoa, Thach That district and the communes of Phu Cat, Hoa Thach, Quoc Oai district. The North and Northeast borders Thang Long Avenue and the intersection of Thang Long Avenue with National Highway 21 and the boundary of Hoa Lac High-Tech Park; the East borders the Hoa Lac Urban belt planning road; the West borders the main urban axis road (National Highway 21); the South borders the main urban axis road (National Highway 21).
The planning research scale covers an area of about 699.5 hectares. The population is about 77,000 people; divided into 6 planning blocks, limited by traffic routes to control development.
In which, planning block HL6-1 has a scale of about 105.84 hectares - population of about 10,910 people, is oriented as an urban area with renovation and additional urban functions.
Planning block HL6-2 has a scale of about 140.71 hectares - population of about 7,910 people, oriented as a new urban development area in the direction of low-rise, low density.
Planning block HL6-3 has a scale of about 81.74ha - population of about 9,180 people, is oriented as an area to renovate and embellish existing villages, combined with new urban development according to a compressed model, taking advantage of the green avenue axis, regional medical center, supplementing urban functions within the planning area with the plan to arrange a part of the city's concentrated independent social housing area.
Planning block HL6-4 has a scale of about 97.2 hectares - population of about 19,960 people, is oriented as a new urban development area according to the compressed model, taking advantage of the green avenue axis, regional medical center, and supplementing urban functions.
Planning block HL6-5 has a scale of about 113.19 hectares - population of about 20,000 people, is oriented as a new urban development area according to the compressed model, taking advantage of the green avenue axis, public center, new services of Hoa Lac urban area (HL6).
Planning block HL6-6 has a scale of about 122.78 hectares, population of about 9,040 people, oriented as a new urban development area with a low-rise, low-density model.
In addition to the 6 planning blocks above are external traffic routes (Thang Long Avenue, National Highway 21) with a total area of about 38.04 hectares.
The City People's Committee assigned the Hanoi Department of Planning and Architecture to confirm the Hoa Lac Urban Zoning Planning Drawings (HL6), scale 1/2000 and management regulations according to the planning project in accordance with the content of this decision; transfer the project documents to be archived according to regulations.
The Hanoi Institute of Construction Planning presides over and coordinates with the People's Committees of Thach That and Quoc Oai districts to organize the public announcement of the approved planning project content for relevant organizations, agencies and people to know and implement.
The People's Committee of Thach That district, the People's Committee of Thach Hoa commune; the People's Committee of Quoc Oai district, the People's Committees of Phu Cat and Hoa Thach communes, and the Inspectorate of the Department of Construction are responsible for inspecting, supervising, and managing construction in accordance with the planning; handling cases of construction in violation of the planning according to their authority and regulations of law.
