Hanoi requests to prevent abnormal real estate price increases

The Hanoi People's Committee requested departments and branches to strengthen inspections and promptly prevent violations by real estate businesses.

The Hanoi People's Committee has just issued Official Dispatch No. 224 on implementing Official Dispatch No. 03 of the Prime Minister on focusing on rectifying and handling price manipulation, real estate investment and inspecting and examining real estate construction investment projects.

According to the dispatch, the Hanoi People's Committee assigned departments, branches, districts, towns and cities to continue to strictly and effectively implement the tasks and solutions directed by the Government and the Prime Minister in resolutions, directives, decisions, telegrams... related to removing obstacles and promoting the safe, healthy and sustainable development of the real estate market.

Departments, branches and localities need to promote communication, publicity and transparency of information related to housing and the real estate market to ensure timeliness, completeness and accuracy.

Strengthening control and strict and effective censorship of inaccurate and unofficial social information channels that can have negative impacts on the psychology of the people, investors, customers and the market.

Hanoi City requires units to promptly announce information on housing and the real estate market, publicize documents announcing real estate eligible for business; housing development programs and plans; land use planning and plans; urban and rural planning; urban development programs... to ensure public and transparent market information.

The Hanoi People's Committee assigned the Departments of Construction, Planning and Investment, Natural Resources and Environment, Planning - Architecture, and Finance to focus on quickly resolving administrative procedures in investment in construction of housing and real estate projects, such as approving investment policies, appraising projects, changing land use purposes, determining land prices, and calculating land use fees.

The Department of Construction is responsible for strictly controlling the issuance of real estate brokerage practice certificates; the operation of real estate trading floors and real estate brokerage service businesses in the area, ensuring transparency, professionalization, preventing and limiting lack of control that can cause market instability.

The Department of Construction coordinates with the Department of Natural Resources and Environment, Hanoi City Police, People's Committees of districts, towns to strengthen inspections to promptly correct, prevent and strictly handle violations within its authority regarding the activities of enterprises, investors, and land use right auctions in the area.

Accordingly, the above units need to pay attention to the legality, conditions, and information disclosure... of real estate put into business with abnormal price increases; not to take advantage of or disrupt the market...
