On the afternoon of November 19, at the November meeting (3rd time) of the People's Committee of Hai Duong province, the Department of Planning and Investment of the province reported on the development and promulgation of the Resolution of the Provincial People's Council, stipulating preferential regimes of land rent exemption for projects using land for production and business purposes (belonging to investment incentive sectors and occupations that meet the conditions of type, scale criteria, socialization standards, or non-profit projects) in Hai Duong province.
According to the draft resolution submitted to the Provincial People's Council, the Department of Planning and Investment proposed to exempt land rent for the entire project operation period (land lease term) for non-profit projects and socialized investment projects in the list of industries and professions with special investment incentives according to the provisions of the law on investment.
The draft Resolution also proposes to exempt land rent for a limited period for socialized investment projects in the list of investment incentive industries and professions according to the provisions of the law on investment at 3 levels.
Exemption from land rent for 5 years after the period of land rent exemption for basic construction period for investment projects in wards of Hai Duong city, Chi Linh city and Kinh Mon town.
Land rent exemption for 7 years after the land rent exemption period of the basic construction period for investment projects in communes of Hai Duong city, Chi Linh city, Kinh Mon town and towns of the remaining districts.
Land rent exemption for 9 years after the land rent exemption period of basic construction period for investment projects in communes of the remaining districts.
For socialized investment projects in urban areas in Hai Duong province approved by the Provincial People's Committee for investment policy, for which the tax authority has issued a decision to exempt land rent or which fall under the case of applying transitional provisions according to the provisions of Decision No. 27/2023/QD-UBND dated August 10, 2023 of the Provincial People's Committee before the effective date of this Resolution, the incentives according to regulations shall continue to be applied for the remaining incentive period of the project.
Through the opinions discussed at the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department of Planning and Investment to absorb and complete the draft and submit it to the Party Committee of the Provincial People's Committee for further consideration.
