Accordingly, Hai Duong province plans to establish a Special Economic Zone in the two districts of Binh Giang and Thanh Mien with a total area of about 5,300 hectares. The total investment is expected to be over VND338,000 billion.

In particular, the economic zone focuses on investing in connecting traffic infrastructure, especially connecting the highway system, seaports, airports and railways, helping businesses to easily transport.
Hai Duong province's specialized economic zone is oriented to develop according to an ecosystem including all functional areas: duty-free area, logistics center, innovation center, industrial development area (industrial parks and clusters), urban area (developing green, smart, modern, livable urban areas with full facilities: education, healthcare, sports, commercial services, green parks, entertainment...).
Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau requested the consulting unit to receive opinions from leaders and members of the Provincial People's Committee to continue to supplement and complete the project. In particular, it is necessary to clarify the preferential policies, attractiveness and superiority of the Hai Duong Specialized Economic Zone, as a premise to attract investment, invite strategic investors, and at the same time supplement the list of strategic investors with capacity and economic potential. The consulting unit continues to study and propose plans to establish the number of industrial parks and clusters in the specialized economic zone.
Emphasizing that the policy of establishing a Specialized Economic Zone is a major task, of great importance to the economic and social development of Hai Duong province, the Chairman of the Provincial People's Committee requested departments, branches and sectors to focus on researching and contributing ideas to the draft project, according to their professional functions and tasks, proposing contents that need to be supplemented and adjusted for the consulting unit to complete. The Department of Planning and Investment is responsible for synthesizing opinions, supplementing and adjusting the draft report for consideration by the Standing Committee of the Provincial Party Committee.
