Vice Chairman of the City People's Committee Le Trung Kien inspected the management of the activities of a number of riverside wharf areas in the city, including: Construction material gathering wharf at the foot of Thai bridge (Phu Thai commune), Han bridge (Thanh Dong ward), Tuynel Minh Du Brick Company Limited (Tran Phu commune) and the area of the I sea dike wharf (Hung Dao ward).
According to the Department of Agriculture and Environment, there are many wharves in operation in the city, mainly serving the transit of construction materials, coal, and goods. Some wharves operate under the model of enterprises, individual business households or organizations leasing land from projects. Most of the wharves are located in riverbank areas, mainly riverside land that has not been granted a land use right certificate or is being temporarily used.
The wharf activities have complicated developments at times. Through inspection, many violations related to investment, land, taxes, dykes, traffic, minerals, and environment were discovered, including many cases of non-compliance with legal regulations, arbitrary use of land, conversion of land use purposes into unauthorized production and business activities, affecting security and order, causing budget loss.
The management of wharves and yards has encountered some difficulties and problems such as most organizations and business households do not have business registration, business registration not in accordance with the name of the organization or business household currently in business. The management of local authorities is still lax, legal documents do not ensure legal regulations. Many organizations and business households use land for different purposes than the land lease contracts previously signed with the People's Committees at the commune level. The People's Committee at the commune level previously signed a contract allowing organizations and individuals to trade in construction materials that were not in accordance with regulations.

After listening to reports on the operation situation, limitations and shortcomings in the operation of the wharf areas, Vice Chairman of the City People's Committee Le Trung Kien directed the Department of Agriculture and Environment to preside over and coordinate with localities and related units to review the current status of wharf operations during operation; instruct wharf owners to comply with the provisions of law during operation. For wharves that are in accordance with the planning but have not completed the procedures and are still stuck, it is necessary to guide wharf owners to complete the procedures; coordinate with relevant agencies and units to remove difficulties, ensuring that wharves operate with the required conditions. The wharves are not in accordance with the planning, violating regulations for drastic clearance.
The Department of Construction studies, reviews, and adds to the planning of riverside material gathering wharves. Local authorities coordinate with competent authorities to work with owners of wharves to record specific information of each wharf about location, status, land use area, procedures for land, investment, environment, traffic, dykes, irrigation. Make records of violations (if any), clearly state the measures that have been handled and the implementation results of the wharf owners, and specifically state the recommendations.
