Major project "shelved" for more than 20 years
On the morning of November 19, the arched gate leading to the 42-hectare land plot in Tan Thanh Ward, Duong Kinh District, Hai Phong was still closed and locked. The area in front of the gate, adjacent to Pham Van Dong Street (one of the most beautiful streets in Hai Phong City), was a collection of waste, some of which had been burned down, making the scene even more desolate.
This land was leased by the Hai Phong City People's Committee to the Vietnam Chamber of Commerce and Industry (VCCI) to implement the Do Son Amusement Park Project in Tan Thanh Ward according to Decision No. 1019/QD-UB dated May 15, 2003 of the City People's Committee. However, after that, VCCI did not put the land into use, the City People's Committee issued Decision No. 1942/QD-UBND dated November 17, 2008 to reclaim the land and hand it over to the Land Fund Development Center under the Department of Natural Resources and Environment for management.
According to the leader of Tan Thanh ward, because the large area of land was abandoned for many years, there was a situation where households arbitrarily dug ponds for aquaculture (26 households). Up to now, the ward has requested households to restore the status quo, there is no longer the situation of arbitrarily digging ponds for aquaculture, but there are still a few households bringing buffaloes to graze, the number of which is up to dozens.
The entire 42-hectare land in a beautiful location has been left to waste for more than 20 years while the local people have no land for production, causing many complaints from the people. Recently, at the 18th Session of the 16th Hai Phong City People's Council, voters of Duong Kinh District requested the city to promptly implement the recovery of the land in this area because the project has not been implemented for a long time, causing resentment among the people.

Also according to the report of Hai Phong City People's Committee, although the city decided to reclaim this land since 2008, during the process of leasing land to implement the Do Son Amusement Park project, VCCI directed the International Investment and Trade Company (a company under VCCI) to join forces with Construction Company No. 1 - Hanoi Construction Corporation to establish a new legal entity, Construction - Trade - Tourism Investment and Development Joint Stock Company (later renamed Van Xuan Urban Development Investment Joint Stock Company) to implement the Tan Thanh Urban Residential Area Construction Investment Project, Duong Kinh District. However, Van Xuan Urban Development Investment Joint Stock Company has only leveled the ground and built a fence system for the land.
Faced with the current situation of the land being abandoned for many years as requested by voters, the Party Committee of the City People's Committee reported to the Standing Committee of the City Party Committee on the policy of compulsory land recovery for the Vietnam Chamber of Commerce and Industry. Currently, the city's functional agencies are reviewing and completing the land recovery dossier according to the direction of the Standing Committee of the City Party Committee.
"The government and people of Tan Thanh ward hope that the city will soon reclaim the project land to implement a number of social security and welfare projects for the people or auction the land to increase the budget revenue for the city and district; at the same time, ensure security and order for this area" - said a representative of Tan Thanh ward People's Committee.
