Temporarily suspend, seek opinions from central agencies
In February 2025, the People's Committee of Khanh Hoa province reported on the review of difficulties and problems of non-budgetary investment projects.
In the Chin Khuc mountain area alone, there are 8 non-budgetary investment projects that have been granted investment certificates by the Provincial People's Committee, including: Dat Lanh Villa and Ecotourism Area - Area B (Cuu Long Son Tu Spiritual Ecotourism Project), Dat Lanh Villa and Ecotourism Area - Area A (Dat Lanh Hill Urban Area Project) and Vinh Trung Mountain River Villa are all invested by Khanh Hoa Production and Construction Company Limited.
In addition, there are a number of projects such as the western expansion of Dat Lanh Residential Area invested by ThuthiemGroup Joint Stock Company; Giang Huong Ecological Villa Village invested by Trung Tin Consulting and Investment Company Limited; Long Duc Vinh Hang Vien invested by Hon Mieu Trading and Service Company Limited; Trung Son Forestry Farm invested by Trung Son Company Limited; Hoang Trung Son Forest Garden Economic Development invested by Hoang Trung Son One Member Co., Ltd.
According to the authorities in Khanh Hoa province, the projects are temporarily suspended to complete the remediation according to Notice No. 680 of 2019 of the Central Inspection Committee and documents of the Ministry of Natural Resources and Environment in 2022.
Currently, Khanh Hoa provincial government is reviewing all contents on the goals, nature, scale, area of use and other contents of a number of projects based on the Zoning Plan (1/2,000 scale) of Chin Khuc Mountain Area, Nha Trang City and Dien Khanh District approved by Khanh Hoa Provincial People's Committee.
In the process of removing obstacles for the above projects, Khanh Hoa province has proposed that the Ministry of Natural Resources and Environment (2023) soon have a conclusion on the inspection of compliance with the law on land, environmental protection and mineral exploitation for projects in the Chin Khuc Mountain area.
The locality also recommended that the Prime Minister consider and give instructions on the results of the law compliance inspection for the projects.
However, the Central agencies have not yet issued specific instructions to remove obstacles for each project.
Many projects have not been accepted
In fact, many projects on Chin Khuc mountain have been suspended after the Central agencies concluded violations. Before the suspension, some projects had preliminary construction and were not yet complete.
For example, the Dat Lanh Villa and Eco-tourism Area project (Area A) has so far completed the leveling and slope of about 33/131ha (temporarily suspended from 2017 to present).
For Area B, 513 hectares have been cleared but only 34 hectares have been leveled. However, for Area B, the investor has not yet prepared a design document or developed a fire prevention plan for the entire area of land allocated for afforestation and regeneration. For the Vinh Trung Mountain River villa project, the investor has just constructed the leveling and embankment roof.
The Dat Lanh Residential Area project, invested by ThuthiemGroup Joint Stock Company, has implemented leveling construction to hand over land to the People's Committee of Vinh Thai commune, and constructed some items of Vinh Thai Primary School, Nha Trang...
In particular, the Giang Huong Ecological Villa project has basically completed the construction of the project's infrastructure items according to the 2019 Construction License but has not yet been accepted (for the land area that has been allocated land and leased land, about 13.85ha)...
