The consortium of Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company has just sent customers information about the apartment lottery plan at the Rice Long Chau Social Housing project (in Bo De ward, Hanoi city).
Ms. Nguyen Trang - a candidate at the Rice City Long Chau project - shared that tomorrow is the draw, so she is both excited and worried. The selling price of 29.4 million VND/m2 is still a big deal for the family, but this is a rare opportunity to have an apartment in Hanoi.
"I just hope for the day when the draw for the system will run stably, without network congestion so that everyone has a fair opportunity" - Ms. Trang said
Mr. Le Tuan - a worker renting a room in Long Bien - said that the whole family is counting the days waiting for the day to draw lots for apartment purchases.
"My wife and I cannot afford to buy a commercial house, so we have high expectations for this draw. Although it will only happen tomorrow, I feel nervous now. This is the first time I have participated in an online lottery for apartment purchases. I just hope that the transmission line will not be faulty until then because our opportunity depends entirely on one button pressing" - Mr. Tuan shared.
According to the plan, the investor will organize a draw on November 24, divided into two phases. Round 1 from 8:15 - 8:45 is for priority subjects; Round 2 from 9:00 - 11:00 is for the remaining subjects.
The draw is done online, through a link sent to the customer's email before the draw time. Each customer can only draw once.
There are two types of vouchers: winning vouchers (copy to buy/rent) and white vouchers (not won). The investor requires the petitioner to directly participate in the draw, not authorized to participate.

For customers who are eligible to buy, the deposit of 50 million VND will be paid immediately, before signing a sales or lease-purchase contract for the apartment. After signing the contract, if the post-inspector discovers fraud in documents, the buyer must give up the right to buy/rent and pay a fine of 10% of the apartment value (excluding VAT and maintenance fees).
It is known that the Rice City Long Chau project has a land area of 60,355.3m2, a construction area of 18,150 m2, including 3 2-storey blocks (CT1, CT2, CT3), without basement and attic. The population is about 4,584 people.
The total number of apartments is 1,951, including 1,765 social housing units for sale (area 32.31 - 69.9 m2) and 186 apartments for rent (32.31 - 77m2). The average selling price is 29.4 million VND/m2 (including VAT, excluding maintenance fees); maintenance fee is 560,072 VND/m2. The average rental price is 346,701 VND/m2/month.
This is the first social housing project to apply online application receipt. However, many customers have reported that the system is often overloaded, causing difficulties in submitting documents; there are cases where the application has been submitted for more than 10 days but has not been completed due to system congestion.
In response to people's feedback, the Hanoi Department of Construction said that Decree 100/2024 does not stipulate whether the form of receiving documents is in person or online. To facilitate people, the Department recommends that investors improve transmission speed, arrange supporting hotlines, and quickly respond to electronic submissions.
