Hue requests an advance of VND60 billion to clear the North-South high-speed railway project

HUE - Hue City has applied for 60 billion VND to build a resettlement area and cemetery to serve site clearance (GPMB) for the North-South high-speed railway project.

On July 16, news from the People's Committee of Hue City, a document has just been submitted to the People's Council of Hue City on the advance of 60 billion VND from the city budget in 2025 to implement projects to build resettlement areas, cemeteries, and serve site clearance (GPMB) for the North-South high-speed railway line.

The report will be considered at the 10th session of the Hue City People's Council, taking place on July 16 and 17, 2025.

The high-speed railway project on the North-South axis is a national key project, approved by the National Assembly in Resolution 172/2024/QH15 dated November 30, 2024. In particular, site clearance in localities where the route passes through (including Hue City) is a key factor to ensure the progress of the entire route.

Implementing the direction of the Government, Hue City has urgently established a Steering Committee for GPMB, headed by the Secretary of the City Party Committee, to focus on removing obstacles in the arrangement of residential land and resettlement land.

Through the review, Hue City determined that it is necessary to implement 4 investment projects in resettlement areas and cemeteries, with a total investment of nearly 1,500 billion VND. In order to start these projects on August 19, 2025, according to the progress milestone set by the Government, the addition of 60 billion VND from the budget is considered urgent and necessary.

Currently, Hue City still has 84.1 billion VND in the budget allocation limit for 2025. The remaining 60 billion VND is proposed to be taken from this part.

After the central budget allocates capital for the North-South high-speed railway project, the Department of Finance will advise the City People's Committee to return the advance payment in accordance with regulations.

Regarding the North-South high-speed railway project, the section passing through Hue City is about 95.1 km long, spanning 12 communes and wards, with a total affected area of up to 825 hectares.

Of which, more than 8,100 households are directly affected by site clearance. About 900 of these households will have to be relocated and arranged in resettlement areas. The project was also forced to relocate about 6,850 graves.

To meet the housing needs of people after relocation, Hue City plans to arrange 22 resettlement areas with a total area of about 66 hectares, along with 6 cemetery areas (area of about 6 hectares).

The People's Committee of Hue City has assigned the task to 3 Construction Investment Project Management Boards of Areas 1, 2, 3, together with the Economic - Industrial Park Project Management Board to be the investor to implement the construction of resettlement areas and cemeteries.

It is expected that on August 19, 2025, the first 5 resettlement areas will start construction, the remaining areas will be implemented in 2025. The goal is to complete all construction and site clearance work and hand over by December 2026.

It is expected that in the North of Hue City, the project will go between the boundary of Phong Dien Industrial Park and the Phong Dien Industrial Park Expansion Planning. Next, the project crosses the Huong River, into the center and southeast of the city.

The project continues to pass through Cau Hai lagoon area, cross National Highway 49B to Chan May - Lang Co Economic Zone, turn right, cross National Highway 1A and the current railway, through Hai Van Pass to Da Nang City.
