Huong Ban Coffee Company Limited (abbreviated as Huong Ban Company) leases land at Lot 1A, Loc Son Industrial Park, Bao Loc city (Lam Dong).
Recently, voters reported that this enterprise used part of the industrial park land to build its own houses.
Based on the voters' recommendations, the Standing Committee of Lam Dong Provincial People's Council directed the Legal Committee of the Provincial People's Council to inspect and supervise.
On February 6, 2025, the Legal Committee of the Provincial People's Council reported the results. Accordingly, Huong Ban Company was granted an Investment Certificate on February 28, 2008 with an area of 12,870m2.
After that, this company changed the Investment Certificate 4 times. The fourth change was on May 13, 2013, the land area used was 13,427m2, granted by the Lam Dong Provincial Industrial Park Management Board to build items and works for the coffee processing project.
Ms. Tran Thanh Huong is the legal representative of the company as a director. Regarding this project, Huong Ban Company has been granted 2 Construction Permits.
First is construction permit No. 83 dated October 19, 2005 issued by the Department of Construction. According to this license, Huong Ban Company is allowed to build items such as: Coffee processing factory; coffee warehouse; office building; collective dining room; restroom; parking lot; security guard house.
Construction permit No. 32 dated December 21, 2010 of Lam Dong Provincial Industrial Park Management Board has the following items granted: refurbished factory, mid-shift motel and toilet.
According to the construction permit application approved by the Provincial Industrial Parks Management Board, there is no "renovated concrete yard" item.
In addition, through monitoring and recording the actual situation of the Lam Dong Provincial People's Council Legal Committee, it shows that Huong Ban Company arbitrarily changes its location and purpose of use.
In which, construction items are at locations not in accordance with the granted construction permit. In particular, the Supervisory Delegation of the Provincial People's Council's Legal Committee determined that Huong Ban Company had 3 projects without construction permits.
That is a block of houses and factories with about 800m2, corrugated iron roof; 1 block of works with brick walls, tiled roofs, about 100m2; 1 block of works with concrete structure, brick walls, tiled roofs, about 130m2.
Regarding Huong Ban Company, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai directed the inspection and examination to clarify the content of the reflection and handling.
