On December 26, according to Lao Dong's source, the People's Committee of Lang Son province has just issued a decision to allocate land and lease land to Yen Son Urban Development Company Limited to implement the Green Garden Urban Area Project in Dong Kinh ward.
According to the decision, the total area of land allocated and leased is 132,135 m2, of which 125,757 m2 is allocated land and 6,378 m2 is leased land, serving the development of urban areas, technical infrastructure, public works and commercial and service functions.
The province allocates 42,565 m2 of urban residential land in the form of State allocation of land with land use fees, with a term of use of 50 years.
The land allocation is not done through auction of land use rights, not bidding to select investors, the land use fee is determined according to specific land prices according to the provisions of the Land Law.
The remaining 83,191 m2 area is allocated without land use fees, including resettlement land, trees, parks, water surface, traffic and parking lots.
Investors are responsible for completing the construction of technical infrastructure and resettlement areas according to the approved plan and handing them over to the State for management.
For the area of 6,378 m2 of land for lease, of which 3,868 m2 of commercial - service land is leased with one-time payment for the entire lease term, term of 50 years; 2,510 m2 of land for construction of sports facilities is leased with annual land rental according to the unit price prescribed in the land price list of the province.
The People's Committee of Lang Son province assigned the Department of Agriculture and Environment to preside over determining land prices, organizing the handover of boundary markers, and issuing land use right certificates after the enterprise has fully fulfilled its financial obligations.
The tax authority is responsible for determining, notifying and monitoring the implementation of revenues related to land use fees, land rent and rice land protection obligations.
Investors must use land for the right purpose and within the assigned boundaries; at the same time, ensure investment progress, complete the technical infrastructure system and public works according to the plan, fully comply with the provisions of the law on land and construction investment.
