According to the report of the People's Committee of Son La province, after implementing the arrangement of commune-level administrative units, the whole province has 75 communes and wards, currently only 12 communes and wards have working headquarters meeting the standards. These are communes and wards that are arranged to reuse the headquarters of old district-level administrative units. The remaining communes and wards have not met the standards.
Regarding the roadmap for repairing and rebuilding the working headquarters of communes and wards in Son La province, Mr. Dang Ngoc Hau - Vice Chairman of the Provincial People's Committee said that for the working headquarters of 12 communes and wards reused by the old district-level administrative units, the Provincial People's Committee has directed the People's Committees of these communes and wards to continue to specifically review, in case the headquarters need to be renovated and repaired to ensure operations, they should proactively arrange from the assigned commune and ward budget. The implementation and completion time is in 2025.
For the headquarters of the remaining 63 communes and wards, based on the level of assurance and current conditions, localities are divided into 3 groups to build an investment roadmap.
Group 1, new headquarters (invested in construction in the period of 2020 - 2025), and surplus headquarters in the area, People's Committees of communes and wards will develop plans to renovate and upgrade existing works to ensure sufficient area and meet working needs according to current standards.
The People's Committees of communes and wards proactively coordinate with the Department of Construction and the Department of Finance to develop investment plans suitable to resources. Strive to complete the review, proposal and approval of investment plans in 2026.
Group 2, which are degraded headquarters that cannot be upgraded and are located in locations suitable for construction planning, land use planning and convenient for people to access public administrative services, People's Committees of communes and wards coordinate with relevant departments and branches to prepare documents to propose investment policies, submit to competent authorities for consideration and decision to rebuild. The investment proposal period is in 2026, the construction implementation period is from 2026 to 2027.
Group 3, headquarters that need to be newly built but the construction site is located in another location, the People's Committees at the commune level will organize a review and propose investment locations in 2025, and at the same time implement the planning adjustment process. Implementing investment and construction in the years 2026 - 2028, in order of priority for communes and wards with large population numbers, stable budget revenue and communes and wards in border areas, remote areas with urgent requirements for national defense and security...
"For surplus headquarters after the arrangement and no longer in need of use, it will be implemented according to the forms of asset handling according to the provisions of law on management and use of public assets. In particular, priority is given to converting the function to serve as a medical and educational facility, using it for other public purposes of the locality or transferring it to the Land Fund Development Center for management, development and exploitation according to the provisions of the law on land" - Mr. Hau said.
