However, after 17 years, the project is still abandoned, without construction activities, causing land waste while many families and businesses are lacking land for production.
According to the reporter, many areas in the abandoned project are now being used as places for raising chickens, dropping ducks, and raising buffaloes.
The Nhan Hoa Small and Medium Industrial Park Infrastructure Investment, Construction and Business Project has been granted an investment certificate since 2008, with a scale of about 453,664.9m2, with a total investment capital of more than 143 billion VND.
Up to now, the project has cleared the land, built the operator's house, the main road of the industrial park and leveled most of the project implementation area.
However, according to the general planning orientation of Bac Ninh urban area and the determined subdivision planning, the project area has the function of urban development. Therefore, this project must carry out procedures to implement urban development as planned. Currently, investors complete the project conversion procedure to urban development function, leading to the project delay.
Similarly, the Science - Training Union Project in Dinh Bang Ward (Tu Son City, Bac Ninh Province) was approved for detailed planning in 2012, with the Vietnam Economic Science Association as the investor.
The project has a total area of over 204,000m2, including 3 subdivisions, with a total investment of 461 billion VND. The project has a number of violations related to compliance with regulations on investment; land management and use, construction planning, and construction order.
The People's Committee of Bac Ninh province requested Tu Son city to coordinate with relevant units and strictly handle according to regulations. Currently, the investor is implementing a plan to adjust the Detailed Planning and adjust the Investment Certificate but has not been approved by competent authorities.
The above project has a favorable location, the delay in project implementation has caused huge waste, affecting the socio-economic development of the province.
The Nhan Hoa - Phuong Lieu Industrial Park Project and the Science - Training Union Project are on the list of projects that are behind schedule, have beenengthened for a long time, and have low efficiency, causing great loss and waste, which the Chairman of the People's Committee of Bac Ninh province has directed the Department of Finance to review recently.
Request for final handling

For the Nhan Hoa - Phuong Lieu Industrial Park project, Bac Ninh Provincial Party Secretary Nguyen Anh Tuan requested the investor to coordinate with departments, branches and localities to complete the dossier to pilot the commercial housing project through an agreement on receiving land use rights or having land use rights.
Mr. Nguyen Anh Tuan suggested that Que Vo town conduct detailed planning, make plans to relocate and convert adjacent projects affecting the urban development policy of the surrounding area.
