According to Lao Dong reporter's research, the CT3 project - part of the Social Housing Project at land plots CT3, CT4 Kim Chung New Urban Area (Dong Anh district) - expected to start construction in early March 2025 is information that many people are paying attention to.
Accordingly, the Hanoi People's Committee has just issued a decision to allocate land to implement the Kim Chung Social Housing Project, Dong Anh District. This is one of two districts in Hanoi expected to become a district in 2025, according to the roadmap set by Hanoi City.
Notably, this investor consortium was allocated 24.6 m2 of land at the land plot marked CT3, in Kim Chung New Urban Area (compensation and site clearance work has been completed in the second phase).
Of which, 2,701.6m2 is used for land use for traffic works; 21,299m2 is used for urban residential land.
The project is expected to be completed and put into use from the fourth quarter of 2026 with 1,104 apartments, which will accommodate 3,902 people.

According to the 2025 land use plan, Dong Anh district (Hanoi) will also have a series of social housing projects implemented in Dai Mach, Mai Lam, Tien Duong communes.
For example, the Social Housing Area for officers and soldiers of the Ministry of Public Security has a scale of 10.7 hectares; 2 concentrated social housing areas in Tien Duong commune have a scale of more than 44.7 hectares and 39.5 hectares; Social Housing Area X1 has a scale of nearly 35.9 hectares; 2 social housing areas in Dai Mach commune have a scale of 94.6 hectares and 107 hectares...
Previously, at the end of 2024, Corporation 319 (Ministry of National Defense) also held a groundbreaking ceremony for the social housing project in Uy No commune (Dong Anh district).
The project is built on a land area of 15,286m2 with a total construction area of 6,880m2. The scale includes 4 9-storey blocks (the total floor area for all 4 blocks is about more than 61,000m2, construction density is 45%), the total investment of the project is more than 600 billion VND.
After completion, the project will provide a total of 466 apartments from 40-77m2 to the market, the project is expected to be completed on October 30, 2026.
A recent report by the Ministry of Construction informed that in 2024, the whole country will only have 108 completed social housing projects, corresponding to 47,532 apartments.
Entering 2025, it is expected that 135 projects will be implemented with nearly 101,900 social housing units (an increase of 2.1 times).
Of which, in Hanoi alone, there are about 11 social housing projects that will be completed, providing nearly 6,000 apartments, equivalent to 345,000m2 of construction floor space.
