In December 2025, departments and branches in Khanh Hoa urgently complete documents and reports to the Prime Minister for consideration and decision on the investment policy for the Nha Trang - Da Lat expressway project.
Mr. Le Huyen - Vice Chairman of Khanh Hoa Provincial People's Committee assessed that the continuous landslides on National Highway 27C caused traffic disruption, seriously affecting people's lives and the socio-economic development of the two provinces.
Therefore, the investment in the Nha Trang - Da Lat expressway is urgent to ensure safety and enhance the connection of the Central Highlands - South Central region.
National Highway 27C is a vital traffic route connecting two major tourist centers Nha Trang (Khanh Hoa) and Da Lat (Lam Dong).
However, this route has been continuously eroded over the years during the rainy and stormy season, especially the section passing through Khanh Le Pass in Khanh Hoa province.
At the end of 2024, prolonged heavy rain caused a series of locations on Khanh Le Pass to suffer serious landslides. On November 16, 2025, heavy rain continued, causing a large rock block to suddenly fall onto the pass, hitting a passenger bus in circulation, killing 6 people.
From November 16 to now, the entire National Highway 27C has recorded 52 landslides, of which 35 locations have completely blocked the road. Khanh Hoa Provincial People's Committee had to decide to close the pass to ensure safety and fix the problem.
Khanh Hoa Provincial People's Committee has sent a report to the Ministry of Construction and the Ministry of Finance to clarify the contents related to the investment in the Nha Trang - Da Lat expressway under the PPP method (BOT contract with state capital participation).
In 2024, Khanh Hoa and Lam Dong submitted a document to the Prime Minister proposing to invest in the entire Nha Trang - Da Lat - Lien Khuong route.
Of which, the 80.8km Nha Trang - Da Lat section is proposed to be invested in advance: 44km through Khanh Hoa and 36.8km through Lam Dong.
The starting point of the project is located at Km0+00, intersecting with the North-South expressway in the East (Dien Tho commune). The end point is at Km80+810, the area of the Arahoa intersection (Lam Vien ward, Lam Dong).
The project is expected to use more than 627 hectares of land, of which: Khanh Hoa uses 326 hectares and Lam Dong uses 300 hectares.
The total investment capital is about VND 25,000 billion, including: 35% investor capital; 65% State capital (including about VND 1,171 billion from the two localities and VND 15,115 billion from the central budget).
