The seminar "Effective management and exploitation of public land funds - New Da Nang development driving force" organized by Lao Dong Newspaper in coordination with the Da Nang City Land Fund Development Center is an opportunity to look back on this special way of using public assets, thereby finding solutions for the goal of both growth and ensuring the quality of life of the people.
transparency of planning, data digitalization
After the merger of Da Nang - Quang Nam, the city's scale was expanded to nearly 11,860km2, creating a huge amount of land. In the central area of Da Nang alone, there are currently hundreds of public land plots with an area of over 3.4 million square meters that have not been exploited; along with 408 clean land plots serving investment calling and more than 21,800 plots of resettlement land divided into plots.
This is a resource not only calculated by financial value, but also an opportunity to restructure urban space in the new development stage.

From the perspective of architecture and planning, Architect Vu Quang Hung - Member of the Standing Committee of the Vietnam Association of Architects emphasized: planning is not only a technical drawing, but a tool for spatial management and building social trust. When planning information and land data are made public and transparent, all entities - State, businesses, and people - share a "common language".
That belief is the "social capital" that helps investment decisions reduce risks, the market reduce disruption and planning policies are less misunderstood and misinter regulated.
From international experience in Central Park (New York), Cheonggyecheon stream (Seoul) or green - multi-storey urban models, Da Nang is suggested a direction: repositioning the center according to the green - open - multi-center urban model.
Public land is not only seen as a "reserve of assets" for auction, but can become a public space above, combined with underground infrastructure below; both expanding living space, solving static traffic, and increasing the value of surrounding real estate.
To do so, the prerequisite is transparency in planning and data digitalization. When 100% of public land funds are integrated into digital maps, planning data, infrastructure, and land use rights are standardized, supervision of encroachment and misuse will be more effective, and complaints and disputes will be reduced. That is the step from "land management" to "land value management", from "asset auction" to "creating urban space".
Social housing and new development space
Another major topic emphasized at the seminar was the story of social housing, workers' housing and urban security. After the merger, the demand for social housing in the central area of Da Nang increased sharply, especially for the team of cadres, civil servants, public employees and workers moving to work in the new administrative center.

Meanwhile, the supply of social housing is still limited, commercial housing prices are increasing rapidly, making it increasingly difficult for young people and low-income people to settle down.
According to the leader of the Department of Construction of Da Nang City, based on Resolution 201/2025/QH15, Decree 192/2025/ND-CP and Decision 444/QD-TTg of the Prime Minister, the city has reviewed and selected 42 land plots with a total area of over 109 hectares for social housing projects, aiming to complete nearly 29,000 units in the period 2025-2030.
That is a great effort, but to quickly turn that land fund into a real housing project for the people, it is still necessary to unblock procedures, shorten construction investment time, solve the benefit problem so that businesses are more interested in this segment.
The problem of 20% land fund in urban and industrial park projects is also analyzed frankly: land fund is arranged in a scattered manner, small area, difficult to optimize density; many locations are stuck in site clearance; many investors have not been really proactive with social housing due to low profits.
From that reality, the proposal to exchange 20% of land funds to more suitable locations, auctioning to create investment resources for concentrated social housing areas with large enough scale, good infrastructure... is the direction to be discussed.

In parallel, according to Mr. Huynh Tan Quang - Deputy Director of the Da Nang City Land Fund Development Center, the city is also ready with land funds to welcome strategic projects such as Da Nang Free Trade Zone (FTZ), Da Nang International Financial Center (IFC), coastal - ecological urban areas, creative corridors, logistics - high technology.
To effectively exploit these "promised lands", the city needs to continue to restructure small plots of land, consolidate blocks into large plots of land, synchronize infrastructure, both serving resettlement and social security, and attracting strategic investors and multinational corporations.
From transparency in planning, standardizing data, auctioning and leasing public land to linking land funds with social housing, workers' housing, FTZ, IFC..., the seminar "Effective management and exploitation of public land funds - New Da Nang development driving force" does not stop at identifying the problem.
More importantly, it is a commitment to act together so that each square meter of public land truly becomes the foundation for a creative, smart and livable Da Nang in the new era.
