The Social Housing Project at plot B8.NXH (Hope Residences), Phuc Dong ward, Long Bien district, Hanoi city, is implementing a plan to receive applications for social housing purchase in the form of apartments for rent and transfer, phase 1 after 5 years of lease. The information is posted on the official website of the Hanoi Department of Construction.
The full name of the project is the Social Housing Area at plot B8.NXH invested by Phuc Dong Housing Development Joint Stock Company. The project is built on a plot of land coded B8 under the Detailed Planning of Hanoi Software Technology Park Urban Area, Phuc Dong Ward, Long Bien District, Hanoi City.

The total number of apartments in the project is 1,504, including 107 commercial apartments (accounting for 7.18%) and 1,397 social housing apartments (accounting for 92.82%). In the social housing group, 1,089 units have been sold, 308 units are subject to lease-to-sell.
This sale will include 308 apartments, accounting for about 20% of the total number of apartments in the project. Of which, 301 apartments will be transferred to customers who have rented out for 5 years in the project. The remaining 7 apartments will be opened for sale according to the provisions of law. These are apartments that have not been rented and will be sold to more customer groups.
The first phase of application reception takes place from April 19 to May 31, 2025, excluding Saturdays, Sundays and holidays as prescribed. Reception time: morning from 8:30 to 11:30, afternoon from 13:30 to 16:30.
It is expected that the signing of the sale and handover contract for the apartment will take place in June 2025.
The average selling price of social housing (including VAT, excluding maintenance costs) is 16,039,190 VND/m2. The maintenance fee is equal to 2% of the pre-tax sale price, equivalent to VND 305,508/m2.
People submit their application at Phuc Dong Housing Development Joint Stock Company. The Hanoi Department of Construction noted that the project investor only receives submissions at the above-mentioned location. Request the person applying directly to submit the application, sign the application receipt and register the apartment area wishes.
Documents accompanying the request to submit a certified copy (residence certificate, temporary residence certificate, ID card, citizen identification card, etc.). The dossier submitter is responsible for the authenticity and accuracy of the dossier declaration.
Organizations and individuals are strictly prohibited from taking advantage of social housing policies and people's needs to collect money and deposits in violation of regulations. Any fraudulent acts when declaring and confirming the records of buying and renting social housing when discovered (including during the post-inspection process) will be handled according to current regulations.
The Department of Construction recommends that people do not accept transfers contrary to regulations on social housing and do not register to submit applications for social housing at locations not notified by the investor on the website of the Hanoi Department of Construction.
